สำนักงานการวิจัยแห่งชาติ (วช.) เปิดโครงการพัฒนาระบบบัญชีข้อมูล (Data Catalog) เพื่อการเปิดเผยข้อมูล (Open Data) ระยะที่ 5 ซึ่งเป็นส่วนหนึ่งของแผนพัฒนาระบบข้อมูลสารสนเทศกลางด้านวิทยาศาสตร์ วิจัยและนวัตกรรมของประเทศ โครงการนี้มีวัตถุประสงค์หลักเพื่อยกระดับระบบบัญชีข้อมูลเดิมให้เป็นโครงสร้างพื้นฐานดิจิทัลที่เข้มแข็งสำหรับขับเคลื่อน “วิทยาศาสตร์แบบเปิด (Open Science)” โดยมุ่งพัฒนากลไกบริหารจัดการข้อมูลให้สอดคล้องกับหลักการ FAIR (Findable, Accessible, Interoperable, Reusable) และเชื่อมโยงกับระบบบัญชีข้อมูลภาครัฐ (GD Catalog) กลางได้อย่างมีประสิทธิภาพ
ขอบเขตงานครอบคลุม 3 ด้านหลัก ได้แก่ 1) การปรับปรุงและพัฒนาเชิงเทคนิค โดยการอัพเกรด CKAN เป็นเวอร์ชัน 2.10.7 หรือสูงกว่าเพื่อรองรับ Python 3.6 ขึ้นไปและ plugin thaigdc 3.0, ปรับปรุงโมดูลต่าง ๆ อาทิ ระบบบริหารจัดการผู้ใช้, การจัดการชุดข้อมูลและหมวดข้อมูล, Data Visualization, ระบบวิเคราะห์พฤติกรรมผู้ใช้, และระบบยืนยันตัวตนสองขั้นตอน (Two-Factor Authentication) 2) การจัดทำระบบบัญชีข้อมูลและสินทรัพย์ดิจิทัล โดยกำหนดประเภท Metadata และสร้างเมทาดาทาที่สอดคล้องกับหลัก FAIR Principle และ 3) การดูแลและบำรุงรักษาระบบหลังการพัฒนาให้สามารถใช้งานได้อย่างต่อเนื่อง มีระบบสำรองข้อมูลอัตโนมัติ (Auto Backup) พร้อมรับประกันการแก้ไขปัญหาภายใน 24 ชั่วโมง และทดสอบมาตรฐานความปลอดภัยตาม ISO 27001:2022 และ OWASP Top 10
ผลลัพธ์ของโครงการคือระบบบัญชีข้อมูลที่ทันสมัย มีความปลอดภัยสูง เชื่อมโยงข้อมูลได้อย่างราบรื่นกับเครือข่ายข้อมูลภาครัฐ และเอื้อต่อการนำข้อมูลวิจัยไปใช้ประโยชน์ต่อยอดสร้างนวัตกรรมได้อย่างเต็มที่
The National Research Council of Thailand (NRCT) is launching the Phase 5 development project for its Data Catalog system for Open Data disclosure. This project aims to enhance and modernize the existing system to serve as a robust digital infrastructure for driving “Open Science” in the country. The core objectives are to develop data management mechanisms aligned with FAIR Principles (Findable, Accessible, Interoperable, Reusable) and to ensure efficient integration with the national Government Data Catalog (GD Catalog) and the central Open Government Data portal (data.go.th).
The scope of work encompasses three main areas: 1) Technical upgrade and development, including upgrading CKAN to version 2.10.7 or higher to support Python 3.6+ and the thaigdc 3.0 plugin, and improving various modules such as user management, dataset management, data visualization, user behavior analytics, and implementing Two-Factor Authentication (2FA). 2) Establishing a data catalog and digital asset management system by defining metadata types and creating FAIR-compliant metadata. 3) System maintenance and support post-development, ensuring continuous operation with automatic backup (Auto Backup), a guaranteed 24-hour problem resolution, and security testing according to ISO 27001:2022 and OWASP Top 10 standards.
The deliverable is a modern, secure Data Catalog system that seamlessly integrates with government data networks, facilitating the reuse of research data to drive innovation.
