รายละเอียดการจ้าง
กรมการปกครอง โดยสํานักการสอบสวนและนิติการ มีความประสงค์จะจ้างพัฒนาระบบสารสนเทศกลางเพื่อสนับสนุนภารกิจการสืบสวนสอบสวนคดีอาญาของพนักงานฝ่ายปกครองทั้งส่วนกลางและภูมิภาค เนื่องจากปัจจุบันยังขาดระบบกลางที่ทันสมัย ทําให้การเข้าถึงและบูรณาการข้อมูลระหว่างหน่วยงานเป็นไปอย่างล่าช้า
โครงการนี้มีขอบเขตงานหลักคือการจัดหาและพัฒนาระบบเทคโนโลยีสารสนเทศแบบครบวงจร ได้แก่ 1) การจัดหาเครื่องคอมพิวเตอร์แม่ข่ายสมรรถนะสูง 2 เครื่อง เพื่อใช้เป็นเซิร์ฟเวอร์หลักของระบบ 2) การพัฒนาระบบบูรณาการฐานข้อมูลสารสนเทศบนเว็บแอปพลิเคชัน ซึ่งประกอบด้วยระบบตรวจจับภาพใบหน้าและป้ายทะเบียนยานพาหนะแบบเรียลไทม์ ระบบเชื่อมโยงสืบค้นข้อมูลผ่าน Linkage Center ระบบจัดการผู้ใช้งานและสิทธิ์ ระบบรายงาน และระบบรักษาความปลอดภัยไซเบอร์ 3) การพัฒนาระบบบนโมบายแอปพลิเคชัน (Mobile Application) ที่มีฟังก์ชันการทํางานสอดคล้องกับระบบเว็บ รวมถึงการส่งสัญญาณภาพและเสียงแบบเรียลไทม์ไปยังศูนย์ควบคุม
วัตถุประสงค์เพื่อนําเทคโนโลยีดิจิทัลมาเพิ่มขีดความสามารถในการปฏิบัติงาน ลดขั้นตอนและความซ้ําซ้อน เชื่อมโยงข้อมูลระหว่างหน่วยงานรัฐได้อย่างมีประสิทธิภาพ และตอบสนองต่อภาวะความเดือดร้อนของประชาชนได้ทันท่วงทีมากขึ้น
The Department of Provincial Administration, through its Investigation and Legal Affairs Bureau, intends to procure the development of an integrated information database system to support the criminal investigation duties of its administrative officials. This project addresses the current lack of a central, modern information system, which hinders efficient data access and integration across agencies.
The core scope of work includes: 1) Supplying two high-performance server computers to serve as the system’s core infrastructure. 2) Developing a comprehensive web-based application for the integrated information system. This encompasses real-time face and vehicle license plate detection systems, a data search and linkage module via the government’s Linkage Center, user and permission management systems, reporting systems, and cybersecurity measures. 3) Developing a corresponding mobile application with similar functionalities, including real-time video/audio streaming to a control center.
The objectives are to leverage digital technology to enhance operational capabilities, streamline processes and reduce redundancy, efficiently integrate data across government agencies, and enable a more timely response to public grievances.
