เมืองพัทยามีความประสงค์จ้างเหมาบริการเชื่อมต่อวงจรสื่อสารอินเทอร์เน็ตเพื่อยกระดับระบบเครือข่ายการสื่อสารระหว่างหน่วยงานภายในเมืองให้มีความมั่นคง เสถียร และรวดเร็วมากขึ้น โดยมีวัตถุประสงค์หลักเพื่อให้เมืองพัทยาสามารถติดต่อสื่อสารทางอิเล็กทรอนิกส์กับหน่วยงานภายนอกได้อย่างมีประสิทธิภาพ และมีเครือข่ายวงจรสื่อสารภายในที่เชื่อถือได้สำหรับการเชื่อมต่อระหว่างหน่วยงานต่างๆ
ขอบเขตงานหลักแบ่งออกเป็น 2 ส่วนใหญ่ๆ ได้แก่ 1) การให้บริการอินเทอร์เน็ตความเร็วสูงชนิด Leased Line สายใยแก้วนำแสง 2 เส้นทาง (หลักและสำรอง) ด้วยความเร็วภายในประเทศและระหว่างประเทศไม่ต่ำกว่า 1.2 Gbps พร้อมความสามารถเพิ่มความเร็วชั่วคราวเป็น 3 Gbps ในช่วงเทศกาลสำคัญ 2) การให้บริการวงจรสื่อสารแบบ MPLS จำนวน 15 วงจร เพื่อเชื่อมโยงเครือข่ายจากศาลาว่าการเมืองพัทยา (ศูนย์กลาง) ไปยังหน่วยงานปลายทาง ได้แก่ โรงพยาบาลเมืองพัทยา (200 Mbps) โรงเรียนเมืองพัทยา 1-11 และสาขาเกาะล้าน (50 Mbps ต่อแห่ง) ศูนย์แพทย์ชุมชนเกาะล้าน และฝ่ายป้องกันภัยพิบัติทางทะเล (20 Mbps)
ผู้รับจ้างมีหน้าที่จัดหาและติดตั้งอุปกรณ์ Router ตามสเปกที่กำหนด, จัดสรร Public IP Address จำนวนไม่น้อยกว่า 256 หมายเลข, พัฒนาและส่งมอบระบบ Network Monitoring สำหรับตรวจสอบสถานะวงจรและปริมาณ Traffic, ติดตั้งระบบกรองอีเมลขยะและไวรัส พร้อมทั้งจัดให้มีศูนย์บริการและเจ้าหน้าที่สนับสนุนตลอด 24 ชั่วโมง รวมถึงจัดทำคู่มือการใช้งานและฝึกอบรมบุคลากร งานทั้งหมดต้องแล้วเสร็จและพร้อมให้บริการภายใน 20 วัน นับจากวันลงนามสัญญา และต้องให้บริการรักษาสภาพการทำงานเต็มรูปแบบต่อเนื่องเป็นระยะเวลา 365 วัน
The Pattaya City Municipality intends to hire a contractor for internet communication circuit connection services to enhance the stability, security, and speed of the internal agency network. The main objectives are to enable efficient electronic communication with external agencies and to establish a reliable internal communication network for inter-agency connectivity.
The primary scope of work consists of two major parts: 1) Providing high-speed internet via a Leased Line fiber optic connection with dual paths (primary and backup), offering a minimum speed of 1.2 Gbps for both domestic and international connections, with temporary speed boost capability to 3 Gbps during major festivals. 2) Providing MPLS (Multi-Protocol Label Switching) communication circuits totaling 15 connections to link the Pattaya City Hall (hub) to endpoint agencies, including Pattaya Hospital (200 Mbps), Pattaya Schools 1-11 and the Koh Larn branch (50 Mbps each), the Koh Larn Community Health Center, and the Marine Disaster Prevention Division (20 Mbps).
The contractor is responsible for supplying and installing specified Router equipment, allocating at least 256 Public IP addresses, developing and delivering a Network Monitoring system for circuit status and traffic monitoring, installing spam and virus email filtering systems, and providing a 24/7 service center and support staff. Additionally, the contractor must produce user manuals and conduct personnel training. All work must be completed and operational within 20 days of contract signing, with full service maintenance required for a continuous period of 365 days.
