กรมส่งเสริมและพัฒนาคุณภาพชีวิตคนพิการ โดยกองทุนและส่งเสริมความเสมอภาคคนพิการ มีความประสงค์ดำเนิน “โครงการ SmartClean Data เพื่อยกระดับคุณภาพข้อมูลการดำเนินคดีของกองทุนส่งเสริมและพัฒนาคุณภาพชีวิตคนพิการ” ด้วยวิธีประกวดราคาอิเล็กทรอนิกส์ (e-bidding) โดยมีงบประมาณราคากลาง 34,819,000 บาท
วัตถุประสงค์หลักของโครงการคือ การพัฒนาและปรับปรุงระบบฐานข้อมูลการดำเนินคดีให้มีความเป็นระบบอิเล็กทรอนิกส์ที่ทันสมัยและมีประสิทธิภาพ พร้อมกำหนดกระบวนการทำความสะอาดข้อมูล (Data Cleansing) ที่ชัดเจน ตั้งแต่การตรวจสอบความถูกต้อง การแก้ไขข้อมูล การกำจัดข้อมูลซ้ำซ้อน และการจัดทำข้อมูลให้อยู่ในรูปแบบมาตรฐานเดียวกัน โครงการนี้มีเป้าหมายเพื่อให้ข้อมูลมีความน่าเชื่อถือ สามารถใช้ในการอ้างอิงเชิงนโยบายและกฎหมายได้อย่างเป็นทางการ สนับสนุนการวิเคราะห์ข้อมูลเชิงลึก (Data Analytics) เพื่อการกำหนดนโยบายและการตัดสินใจเชิงกลยุทธ์ ตลอดจนเพิ่มความโปร่งใสและตรวจสอบได้ในกระบวนการติดตามและดำเนินคดี
ขอบเขตงานครอบคลุมการพัฒนาระบบฐานข้อมูลและการดำเนินการ Data Cleansing อย่างเป็นระบบ ผู้รับจ้างต้องส่งมอบงานตามแผนการทำงานที่ตกลงกัน โดยมีระยะเวลาดำเนินงานรวมไม่เกิน 300 วัน นับจากวันลงนามในสัญญา
The Department of Empowerment of Persons with Disabilities, through the Fund for the Promotion and Development of the Quality of Life of Persons with Disabilities, intends to implement the “SmartClean Data Project to Enhance the Quality of Case Tracking and Litigation Data” via electronic bidding (e-bidding), with an estimated budget of 34,819,000 THB.
The main objective of the project is to develop and improve the litigation database system into a modern, efficient electronic system. It also aims to establish a clear Data Cleansing process, including data verification, correction, deduplication, and standardization. The goal is to ensure data reliability for official policy and legal reference, support in-depth data analysis (Data Analytics) for policy formulation and strategic decision-making, and enhance transparency and accountability in case tracking and litigation procedures.
The scope of work covers systematic database development and Data Cleansing. The contractor must deliver the work according to the agreed-upon work plan, with a total implementation period not exceeding 300 days from the contract signing date.
