กระทรวงสาธารณสุข โดยกองยุทธศาสตร์และแผนงาน สำนักงานปลัดกระทรวงสาธารณสุข มีความประสงค์จะพัฒนาระบบเว็บไซต์กลางสำหรับบริหารจัดการฐานข้อมูลรหัสหน่วยงานบริการสุขภาพ (Health Facility Code) ซึ่งเป็นรหัสมาตรฐานกลางสำหรับเชื่อมโยงข้อมูลสถานพยาบาลทั้งภาครัฐและเอกชน ปัจจุบันระบบเดิมมีข้อจำกัดด้านความทันสมัยและการเข้าถึง ทำให้หน่วยงานต่างๆ ต้องใช้เวลาในการตรวจสอบข้อมูลและเสี่ยงต่อความคลาดเคลื่อน
โครงการนี้มีวัตถุประสงค์เพื่อสร้างระบบกลาง (Central Repository) ที่ครอบคลุมและมีประสิทธิภาพ โดยให้หน่วยงานบริการสุขภาพภาคเอกชนสามารถยื่นคำขอรหัส แก้ไข หรือยกเลิกผ่านระบบออนไลน์ได้อย่างสะดวก และเชื่อมโยงข้อมูลกับระบบอื่นๆ ผ่าน API ภายใต้มาตรฐานความปลอดภัย นอกจากนี้ยังอำนวยความสะดวกให้เจ้าหน้าที่สามารถตรวจสอบและอนุมัติคำขอได้อย่างรวดเร็ว และให้ประชาชนหรือหน่วยงานภายนอกสามารถค้นหาและตรวจสอบรหัสหน่วยงานบริการสุขภาพได้ง่ายขึ้น
ขอบเขตงานหลักประกอบด้วย การศึกษาฐานข้อมูลและระบบเดิม การออกแบบระบบ (System Design) การพัฒนาเว็บไซต์และฐานข้อมูล (Development) ซึ่งรวมถึงฟังก์ชันสำคัญต่างๆ การเชื่อมโยงข้อมูลผ่าน API กับหน่วยงานภายนอก เช่น กรมสนับสนุนบริการสุขภาพ การติดตั้งโปรแกรมวิเคราะห์ข้อมูล (Power BI) และการอบรม การพัฒนาระบบความมั่นคงปลอดภัย (Security & Backup) การเลือกใช้ภาษาที่มีระบบจัดการหน่วยความจำอัตโนมัติ และการจัดทำเอกสารคู่มือระบบที่ครบถ้วน
The Ministry of Public Health, by the Bureau of Strategy and Planning, is hiring a contractor to develop a central website for managing the Health Facility Code database, covering both public and private healthcare facilities. The project aims to create an efficient central repository (Central Repository) to address limitations in the current system regarding modernity, accessibility, and security.
Key objectives include: establishing a central system for managing the health facility code database; enabling private healthcare facilities to apply for, modify, or cancel codes online via API integration under MoPH security standards; allowing facility staff to track application status in real-time; enabling officers to verify and approve requests swiftly; and providing the public and external agencies with convenient search and verification tools.
The core scope of work involves: studying the existing database and system; comprehensive system design; website and database development with key functionalities; external data integration via APIs (e.g., with the Department of Health Service Support); installation of data analysis software (Power BI) and user training; development of security and backup systems; use of a programming language with automatic memory management; and preparation of complete system documentation and user manuals.
