การไฟฟ้าส่วนภูมิภาคสาขาแกลง (กฟภ.) ประกาศจ้างเหมาบริการด้วยวิธี e-Bidding สำหรับการปฏิบัติงานเกี่ยวกับมิเตอร์ไฟฟ้าเพื่อการงดจ่ายไฟประจำปีงบประมาณ 2569 โครงการนี้มีวัตถุประสงค์เพื่อจัดหาผู้รับจ้างมาดำเนินการงดจ่ายไฟสำหรับผู้ใช้ไฟฟ้ารายย่อยที่ค้างชำระค่าไฟฟ้า และดำเนินการต่อกลับไฟเมื่อมีการชำระเงินแล้ว ตามข้อกำหนดของคณะกรรมการกำกับกิจการพลังงาน (กกพ.)
ขอบเขตงานหลักครอบคลุมการปฏิบัติงาน 4 กิจกรรมในพื้นที่ 9 โซน ได้แก่ 1) ปลดสายเทอร์มินอล, 2) ต่อสายเทอร์มินอล, 3) ตัดกลับมิเตอร์ (ถอดมิเตอร์), และ 4) ต่อกลับมิเตอร์ โดยแยกอัตราค่าจ้างสำหรับมิเตอร์ 1 เฟส และ 3 เฟส พื้นที่ปฏิบัติงานอยู่ในเขตอำเภอแกลงและพื้นที่ใกล้เคียงในจังหวัดระยอง รวมถึงพื้นที่รับผิดชอบของสาขากร่า วังจันทร์ และเขาชะเมา
ผู้รับจ้างมีหน้าที่ต้องปฏิบัติงานตามคำสั่งงาน (Work Order) ประจำวัน โดยต้องใช้สมาร์ทโฟนที่ติดตั้งโปรแกรมระบบงานงดจ่ายไฟ (DMSx 4.0) เพื่อบันทึกข้อมูล ถ่ายภาพหลักฐานการทำงาน (ภาพมิเตอร์, เลขหมาย, Security Seal) และบันทึกเลขอ่านหน่วยไฟฟ้า การส่งมอบงานเป็นรายวัน และการจ่ายค่าจ้างเป็นรายเดือนตามปริมาณงานที่ตรวจสอบแล้วผ่านระบบ
The Provincial Electricity Authority (PEA), Klaeng Branch, is announcing an e-Bidding procurement for outsourcing services related to electricity meter disconnection and reconnection for the fiscal year 2569 (2026). The project aims to hire contractors to perform electricity disconnection for residential customers with overdue payments and subsequent reconnection upon payment settlement, in compliance with the Energy Regulatory Commission (ERC) regulations.
The primary scope of work involves four main activities across 9 designated zones: 1) Disconnecting terminal wires, 2) Reconnecting terminal wires, 3) Removing meters (cutting back), and 4) Reinstalling meters. Service rates are specified separately for single-phase and three-phase low-voltage meters (excluding meters installed on dedicated transformers). The work areas are within Klaeng District and surrounding areas in Rayong Province, including the operational areas of the PEA branches in Kra, Wang Chan, and Khao Chamao.
The contractor is required to execute daily work orders, utilizing a smartphone equipped with the Disconnection Management System (DMSx 4.0) application to record job data, take photographic evidence (showing the meter, serial numbers, security seals), and log meter readings. Work completion is reported daily, and payments are processed monthly based on verified quantities.
