ประกวดราคาซื้อซื้อเครื่องวัดความต้านทานฉนวน ขนาด 15 kV-DC (Insulation Resistance Tester)

• เพื่อจัดหาเครื่องทดสอบความเป็นฉนวนไฟฟ้า (Insulation Tester) ขนาด 15 kV ที่มีประสิทธิภาพสูงสำหรับใช้ในงานตรวจสอบอุปกรณ์ไฟฟ้า
• เพื่อเพิ่มขีดความสามารถในการวิเคราะห์ค่าทางไฟฟ้าที่สำคัญ เช่น PI, DAR และ DD ได้อย่างแม่นยำและรวดเร็ว
• เพื่อให้บุคลากรของ กฟภ. มีความรู้ความเข้าใจในการใช้งานและบำรุงรักษาเครื่องมืออย่างถูกวิธี

• จัดหาและส่งมอบเครื่อง Insulation Tester 15 kV ตามคุณลักษณะเฉพาะที่กำหนด
• จัดหาอุปกรณ์ประกอบ ได้แก่ สายวัดแรงดันสูง (ไม่น้อยกว่า 3 เมตร), แบตเตอรี่แบบชาร์จได้พร้อมเครื่องชาร์จ, กระเป๋าบรรจุภัณฑ์, และคู่มือการใช้งาน
• จัดทำและส่งมอบใบรับรองการสอบเทียบ (Calibration Certificate) จากห้องปฏิบัติการที่ได้รับการรับรองมาตรฐานสากล
• จัดหลักสูตรฝึกอบรมการใช้งานและการบำรุงรักษาให้แก่เจ้าหน้าที่ กฟภ. (อย่างน้อย 1 วัน)
• ให้บริการรับประกันคุณภาพสินค้าเป็นเวลา 2 ปี

• เครื่อง Insulation Tester 15 kV จำนวนตามที่ระบุในใบเสนอราคา
• ชุดสายวัดแรงดันสูง (3 ชุด)
• กระเป๋าสำหรับขนย้ายและจัดเก็บ
• คู่มือการใช้งาน (Instruction Manual)

• ระยะเวลารับประกันคุณภาพ: 2 ปี นับจากวันที่ กฟภ. ตรวจรับอุปกรณ์
• ระยะเวลาฝึกอบรม: ไม่น้อยกว่า 1 วัน

• Eligibility Requirements: ต้องเป็นตัวแทนจำหน่ายโดยตรง หรือเป็นผู้แทนที่ได้รับการแต่งตั้งจากตัวแทนจำหน่าย
• Standards Compliance: ต้องมีใบรับรองการสอบเทียบจากหน่วยงานที่ได้รับการรับรอง (PTB, NPL, NIST หรือเทียบเท่า)
• Experience: ต้องมีประสบการณ์ในการขายและบริการเครื่อง Insulation Tester 15 kV มาแล้วไม่ต่ำกว่า 2 ปี

• พิจารณาจากคุณสมบัติทางเทคนิคให้เป็นไปตามข้อกำหนด (Specification)

• พิจารณาจากราคาต่อหน่วย (โดยราคาอะไหล่และอุปกรณ์เสริมจะไม่นำมาคำนวณในการประเมินราคาเพื่อตัดสิน)

2. Q: สายวัดแรงดันสูงที่ต้องจัดส่งมีความยาวเท่าใด? A: ต้องมีความยาวไม่น้อยกว่า 3 เมตร จำนวน 3 ชุด
3. Q: ใบรับรองการสอบเทียบต้องออกโดยหน่วยงานใด? A: ต้องออกโดยหน่วยงานรับรอง (Certification Body) หรือห้องปฏิบัติการที่ได้รับการรับรองจาก Accreditation Body เช่น PTB, NPL, NIST หรือเทียบเท่า
4. Q: การฝึกอบรมมีค่าใช้จ่ายเพิ่มเติมหรือไม่? A: ไม่คิดค่าใช้จ่ายเพิ่มเติม (รวมอยู่ในขอบเขตงานแล้ว)

8. The bidders have to submit the sufficient references describing the previous
   experience of the suppliers (e.g. list of supply of equipment and/or
   materials having the same or similar design as proposed, field experience,
   the registration of TISI, the copies of license, and/or the inspection to
   supplier’s factory by PEA’s inspectors, etc.) with the bid to the satisfaction
   of PEA.

9. The bidders have to quote spare parts and optional accessories with their
   lists of quantities and itemized prices, if any. The prices of spare parts and
   optional accessories shall not be taken into consideration for the purpose of
   the bid evaluation; and PEA reserves the right to purchase some or all of
   items, to adjust their quantities, or to cancel them.

    from the laboratories, which have been accredited by such the

11. The bidders shall be sole distributor or authorized representative and have a
    permanent office in Thailand; otherwise shall not be accepted. The bidder
    shall have at least two (2) years experiences in sales and services products
    from same manufacture of the insulation tester 15 kV.

12. The contractor has to guarantee Insulation tester 15 kV for three (2) years
    from date of issuance of the notice of acceptance
    (คู่สัญญาจะต้องรับประกันคุณภาพของอุปกรณ์ เป็นระยะเวลา 2 ปี นับจาก วันที่ กฟก. ตรวจรับอุปกรณ์ดังกล่าวไว้ใช้งาน โดยในระยะเวลารับประกัน ดังกล่าว คู่สัญญาต้องรับผิดชอบการซ่อมแซม หรือเปลี่ยนอุปกรณ์ที่ชํารุด เสียหายจากการใช้งานตามปกติ โดยไม่คิดค่าใช้จ่ายจาก กฟก. แต่อย่างใด)
13. Training course for operation and maintenance the proposed Insulation
    tester 5 kV shall be provided by the contractor for PEA’s personal. The
    training shall not be less than one (1) days. The training shall be free of
    charge.
