สำนักงานสถิติแห่งชาติ (สสช.) ดำเนินโครงการส่งเสริมการใช้งานระบบ Government Data Catalog เพื่อผลักดันนโยบายการเปิดเผยข้อมูลภาครัฐ (Open Government Data) อย่างเป็นรูปธรรม โดยมีเป้าหมายหลักในการเพิ่มจำนวนข้อมูลที่เปิดเผยและส่งเสริมการนำข้อมูลไปใช้ประโยชน์ผ่านแพลตฟอร์มกลาง โครงการมุ่งเน้นการพัฒนาศักยภาพของบุคลากรในหน่วยงานภาครัฐให้สามารถใช้งานระบบได้อย่างคล่องแคล่ว
ขอบเขตงานครอบคลุมการออกแบบและพัฒนาหลักสูตรการอบรมที่สอดคล้องกับบทบาทผู้ใช้งาน การผลิตชุดสื่อการเรียนรู้ทั้งคู่มือและวิดีทัศน์ การจัดฝึกอบรมเชิงปฏิบัติการในรูปแบบผสมผสานทั้งแบบออนไลน์ (Virtual Training) และแบบพบหน้า (On-site) ในภูมิภาคต่าง ๆ รวมถึงการให้บริการที่ปรึกษาแบบเจาะลึก (Consulting Service) แก่องค์กรตัวอย่าง เพื่อแก้ไขปัญหาเฉพาะทางและส่งเสริมการเปิดเผยข้อมูลคุณภาพสูง
นอกจากนี้ ผู้รับจ้างมีหน้าที่ติดตามและประเมินผลความพึงพอใจของผู้เข้ารับการอบรม ดำเนินการวิเคราะห์และปรับปรุงเนื้อหา ตลอดจนจัดทำรายงานสรุปผลการดำเนินโครงการอย่างครบถ้วน เพื่อให้บรรลุวัตถุประสงค์ในการขยายฐานผู้ใช้และเพิ่มปริมาณข้อมูลในระบบ Government Data Catalog อย่างยั่งยืน
The National Statistical Office (NSO) is implementing the “Project to Promote the Use of the Government Data Catalog System” for the fiscal year 2029 to concretely drive the Open Government Data policy. The main goal is to increase the amount of published data and promote its utilization through the central platform. The project focuses on building the capacity of government personnel to use the system proficiently.
The scope of work includes designing and developing role-based training curricula, producing learning materials such as manuals and videos, organizing blended practical workshops in both virtual and on-site formats across various regions, and providing in-depth consulting services to target organizations to address specific challenges and promote the publication of high-quality data.
Furthermore, the contractor is responsible for monitoring and evaluating participant satisfaction, analyzing and improving content, and preparing comprehensive project summary reports. This aims to achieve the objectives of expanding the user base and sustainably increasing the volume of data within the Government Data Catalog system.
