สำนักงานหลักประกันสุขภาพแห่งชาติ (สปสช.) โดยกลุ่มภารกิจกำกับติดตามประเมินผล มีความประสงค์จะจ้างวิเคราะห์ข้อมูลเชิงลึกเพื่อประเมินการบริหารจัดการบนฐานข้อมูลเชิงประจักษ์ โดยเป็นส่วนหนึ่งของโครงการ Quick Win เพื่อขับเคลื่อนจุดเน้นปี 2569 ภายใต้แผนปฏิบัติราชการของ สปสช. ในประเด็น “กลไกอภิบาลและระบบบริหารจัดการองค์กร” โดยมีวัตถุประสงค์หลักเพื่อวิเคราะห์ลักษณะการใช้บริการ ภาระงบประมาณ และปัจจัยที่สัมพันธ์กับค่าใช้จ่ายของบริการสุขภาพ รวมถึงจัดทำข้อเสนอแนะเชิงนโยบายเพื่อการบริหารจัดการและเบิกจ่ายที่มีประสิทธิภาพ
ขอบเขตงานครอบคลุมการวิเคราะห์ใน 3 มิติสำคัญ ได้แก่ การวิเคราะห์ค่าใช้จ่ายบริการผู้ป่วยนอกของประชากรใน สปสช.เขต 13 กรุงเทพมหานคร เพื่อประมาณการอัตราจ่ายให้หน่วยบริการปฐมภูมิอย่างเหมาะสม โดยพิจารณาปัจจัยด้านประชากรศาสตร์ กลุ่มโรค และประเภทหน่วยบริการ การวิเคราะห์การใช้บริการและค่าใช้จ่ายที่เกี่ยวข้องกับภาวะแทรกซ้อนหรือเหตุการณ์ไม่พึงประสงค์ทางการแพทย์ (adverse medical conditions) ที่ส่งผลต่องบประมาณผู้ป่วยใน และการวิเคราะห์กลุ่มโรคผู้ป่วยในที่มีค่าใช้จ่ายสูง (high cost) ซึ่งมีผลกระทบเชิงงบประมาณ กระบวนการทำงานจะใช้แนวทางการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม (participatory action research) ร่วมกับทีมงานของ สปสช.
ผู้รับจ้างต้องจัดส่งผลงานหลัก ได้แก่ โครงการและแผนปฏิบัติการ ร่างกรอบรายงาน ผลการวิเคราะห์เบื้องต้น และรายงานผลการวิเคราะห์ฉบับสมบูรณ์ พร้อมทั้งจัดทำการนำเสนอและถ่ายทอดองค์ความรู้ให้แก่เจ้าหน้าที่ที่เกี่ยวข้องภายในระยะเวลา 160 วันนับจากวันลงนามในสัญญา
The National Health Security Office (NHSO) seeks to hire a contractor for in-depth data analysis to assess management based on empirical data. This project is part of the Quick Win initiative to support key focuses for 2027 under the NHSO’s operational plan. The primary objectives are to analyze service utilization patterns, budget burdens from service reimbursements, factors related to service costs, and provide management and reimbursement policy recommendations.
The scope of work involves three main analytical focuses: 1) Analyzing outpatient service costs for the population in NHSO Zone 13 (Bangkok) to estimate appropriate payment rates for primary care units, considering demographic, disease, and facility type factors. 2) Analyzing service utilization, morbidity, and reimbursements related to adverse medical conditions impacting inpatient budgets. 3) Analyzing high-cost inpatient services that significantly affect the budget. The methodology will follow a participatory action research approach in collaboration with NHSO teams.
Key deliverables include the project proposal and action plan, draft analysis framework, preliminary findings, and a comprehensive final analysis report, along with presentations and knowledge transfer to relevant officers. The project must be completed within 160 days from contract signing.
