โครงการนี้เป็นการจ้างเหมาบริการบุคคลภายนอกเพื่อดำเนินการแจ้งเตือนค่าไฟฟ้าผ่านระบบดิจิทัล (INSx) ของการไฟฟ้าส่วนภูมิภาคสาขาแกลง โดยมีวัตถุประสงค์เพื่อจัดหาผู้รับจ้างมาปฏิบัติงานแจ้งเตือนผู้ใช้ไฟฟ้าที่ค้างชำระค่าไฟฟ้าตามหลักเกณฑ์และวิธีปฏิบัติของ กฟภ. ขอบเขตงานหลักคือการรับข้อมูลหนังสือแจ้งเตือนผ่านระบบออนไลน์จาก กฟภ. เกี่ยวกับผู้ใช้ไฟฟ้าประเภทที่ 1 (ที่อยู่อาศัย) และประเภทที่ 2 (ธุรกิจขนาดเล็ก) ที่มีหนี้ค้างชำระ จากนั้นผู้รับจ้างต้องพิมพ์เอกสารแจ้งเตือนและนำไปส่งให้ผู้ใช้ไฟฟ้าทุกราย ณ สถานที่ใช้ไฟฟ้าที่ลงทะเบียนไว้ หรือสถานที่อื่นตามที่ตกลง โดยต้องดำเนินการให้แล้วเสร็จภายใน 3 วันนับจากวันที่รับข้อมูล พร้อมทั้งต้องถ่ายภาพสถานที่ใช้ไฟฟ้าคู่กับหนังสือแจ้งเตือนพร้อมระบุพิกัด GPS และบันทึกลงในระบบเพื่อประกอบการเบิกจ่ายค่าจ้าง
ผู้รับจ้างต้องจัดหาอุปกรณ์ทำงานเองทั้งหมด ได้แก่ สมาร์ทโฟนระบบ Android เครื่องพิมพ์แบบพกพาพร้อมกระดาษ และระบบอินเทอร์เน็ตผ่านโทรศัพท์เคลื่อนที่ที่มีสัญญาณไม่ต่ำกว่า 3G ความเร็ว 4 Mbps พื้นที่ปฏิบัติงานครอบคลุม 4 สาขาในจังหวัดระยอง ได้แก่ สาขาแกลง (อำเภอแกลง) สาขากร่ำ (ตำบลกร่ำ ตำบลชากพง ตำบลเนินฆ้อ ตำบลชากโดน) สาขาวังจันทร์ (อำเภอวังจันทร์) และสาขาเขาชะเมา (อำเภอเขาชะเมา) รวมปริมาณงานประมาณ 300,960 ราย ระยะเวลาสัญญาคือ 1 ปี ตั้งแต่ 31 มีนาคม 2569 ถึง 30 ธันวาคม 2569 การชำระค่าจ้างจะจ่ายตามปริมาณงานที่ส่งมอบและผ่านการตรวจรับแล้ว
This project is an outsourced service contract for Provincial Electricity Authority (PEA), Klaeng Branch, to hire external personnel to perform electricity bill notification duties via the digital notification system (INSx). The objective is to procure a contractor to notify residential (Type 1) and small business (Type 2) customers with overdue electricity bills according to PEA’s guidelines and procedures. The core scope of work involves receiving notification data online from PEA, printing the notification documents, and delivering them to every customer at their registered electricity service location (or other agreed-upon location) within 3 days of receiving the data. The contractor must also photograph the service location alongside the notification with GPS coordinates and update the system for payment verification.
The contractor is responsible for providing all necessary equipment, including Android smartphones, portable printers with paper, and mobile internet with at least 3G/4Mbps speed. The work area covers four PEA branches in Rayong Province: Klaeng Branch (Klaeng District), Kram Branch (Kram, Chakhphong, Noenkho, Chakdon Subdistricts), Wang Chan Branch (Wang Chan District), and Khao Chamao Branch (Khao Chamao District), with an estimated total workload of 300,960 notifications. The contract period is 1 year, from 31 March 2029 to 30 December 2029. Payment will be made based on the completed and accepted work volume.
