กองทางหลวงพิเศษระหว่างเมือง กรมทางหลวง มีความประสงค์ดำเนินโครงการเปลี่ยนทดแทนและปรับปรุงระบบรักษาความปลอดภัยแบบบูรณาการ ณ อาคารศูนย์ควบคุมกลาง (CCB) สองแห่ง คือ CCB ลาดกระบัง (แขวงทับยาว เขตลาดกระบัง กรุงเทพฯ) และ CCB พัทยา (ต.หนองปรือ อ.บางละมุง จ.ชลบุรี) เนื่องจากระบบ CCTV และ Access Control เดิมที่ใช้งานมานานกว่า 10 ปี มีสภาพชำรุด เสื่อมสภาพ และไม่สามารถรองรับเทคโนโลยีด้านความปลอดภัยและมาตรการคุ้มครองข้อมูลส่วนบุคคลในปัจจุบันได้อย่างมีประสิทธิภาพ
โครงการนี้มีวัตถุประสงค์หลักเพื่อ 1) เปลี่ยนทดแทนระบบ CCTV เดิมให้มีความทันสมัย รองรับการบันทึกภาพที่มีประสิทธิภาพ และใช้เป็นหลักฐานอ้างอิงได้ 2) ยกระดับการบริหารจัดการความปลอดภัยด้วยระบบ AI (Face Recognition / Video Analytics) เพื่อสนับสนุนการทำงานของเจ้าหน้าที่
ขอบเขตงานประกอบด้วยการดำเนินการปรับปรุงและเปลี่ยนทดแทนระบบกล้องโทรทัศน์วงจรปิด (CCTV) ระบบประมวลผลและตรวจสอบบุคคลย้อนหลัง พร้อมพัฒนาบริหารจัดการด้านความปลอดภัยด้วยระบบ AI ให้สามารถใช้งานได้อย่างสมบูรณ์ โดยต้องรื้อถอนระบบเดิมทั้งหมด ดำเนินการติดตั้งระบบใหม่ตามคุณลักษณะเฉพาะทางเทคนิคที่กำหนดอย่างเคร่งครัดในภาคผนวก ก. ซึ่งรวมถึงอุปกรณ์หลัก เช่น กล้อง PTZ, กล้อง Dome, กล้อง Fix-housing, กล้อง AI Camera, อุปกรณ์บันทึกภาพ (NVR), อุปกรณ์เครือข่าย (Switch PoE), จอแสดงผล รวมถึงการพัฒนาระบบซอฟต์แวร์ Dashboard และ Platform สำหรับตรวจสอบแจ้งเตือนบุคคลย้อนหลังที่มีฟังก์ชันการทำงานครบถ้วน นอกจากนี้ ยังรวมถึงการปรับปรุงและติดตั้งชุดประตูบานเลื่อนคู่แบบอัตโนมัติใหม่ที่อาคาร CCB ลาดกระบัง เพื่อใช้งานร่วมกับระบบตรวจสอบบุคคลได้
The Department of Highways, through the Inter-City Motorway Division, intends to implement a project to replace and upgrade the integrated security system at two Central Control Buildings (CCB): CCB Ladkrabang (Bangkok) and CCB Pattaya (Chonburi). This is necessary because the existing CCTV and Access Control systems, which have been in use for over 10 years, are degraded, obsolete, and cannot effectively support modern security technologies and personal data protection measures.
The main objectives of this project are: 1) To replace the old CCTV system with a modern one that supports efficient video recording and can serve as reference evidence. 2) To elevate security management with AI systems (Face Recognition / Video Analytics) to support staff operations.
The scope of work includes the improvement and replacement of the closed-circuit television (CCTV) system, the back-end processing and person retroactive inspection system, along with the development of AI-based security management. The contractor must remove all old systems and install new systems in strict compliance with the detailed technical specifications in Appendix A. Key equipment includes PTZ cameras, Dome cameras, Fixed-housing cameras, AI Cameras, Network Video Recorders (NVR), PoE network switches, display monitors, as well as the development of a comprehensive Dashboard software system and a Platform for retroactive person inspection and alerting with full functionality. Furthermore, the scope includes the modification and installation of a new automatic sliding door set at CCB Ladkrabang building to be integrated with the person inspection system.
