กรมคุ้มครองสิทธิและเสรีภาพ (กคส.) เปิดโครงการจัดหาและพัฒนาระบบเฝ้าระวังเพื่อเสริมประสิทธิภาพการคุ้มครองพยาน โดยมีที่มาจากภารกิจตามกฎหมายในการคุ้มครองพยานจากภัยคุกคาม ซึ่งปัจจุบันยังขาดอุปกรณ์และระบบที่จำเป็นสำหรับการดำเนินงานที่มีประสิทธิภาพ โครงการนี้มีวัตถุประสงค์หลักเพื่อจัดให้มีระบบเฝ้าระวังที่สอดคล้องกับพระราชบัญญัติคุ้มครองพยานในคดีอาญา และเพื่อให้กรมฯ สามารถบริหารจัดการการเฝ้าระวังภัยคุกคามต่อพยานได้อย่างครบถ้วนถูกต้อง โดยการเชื่อมต่อระบบเข้ากับภารกิจงานหลักที่มีอยู่แล้ว
ขอบเขตของงานครอบคลุมการจัดหาและพัฒนาระบบเทคโนโลยีสารสนเทศเพื่อการเฝ้าระวัง ซึ่งรวมถึงฮาร์ดแวร์และซอฟต์แวร์ที่จำเป็น โดยระบบที่พัฒนาขึ้นจะต้องสามารถสนับสนุนการทำงานของพนักงานเจ้าหน้าที่ทั่วประเทศในการกํากับดูแลและคุ้มครองพยานได้อย่างมีประสิทธิภาพมากขึ้น การมอบหมายงานเน้นไปที่ผู้รับจ้างที่มีประสบการณ์เฉพาะทางด้านการพัฒนาระบบเทคโนโลยีสารสนเทศสำหรับหน่วยงานรัฐ
The Department of Rights and Liberties Protection (DRLP) is launching a project to procure and develop a surveillance system to enhance the efficiency of witness protection, in accordance with the Witness Protection in Criminal Cases Act B.E. 2546 (2003). The project stems from the agency’s mandate to protect witnesses from threats, for which it currently lacks the necessary equipment and systems for effective operation. The main objectives are to establish a surveillance system that complies with the aforementioned Act and to enable the DRLP to comprehensively and accurately manage the surveillance of potential threats to witnesses by integrating the system with the agency’s existing core missions.
The scope of work involves the procurement and development of an information technology system for surveillance, including necessary hardware and software. The developed system must effectively support the work of officials nationwide in supervising and protecting witnesses. The project is aimed at contractors with specialized experience in developing IT systems for government agencies.
