รายละเอียดการจ้าง
สำนักงานรับรองมาตรฐานและประเมินคุณภาพการศึกษา (องค์การมหาชน) หรือ สมศ. มีความประสงค์จะจ้างพัฒนาระบบการเรียนรู้ผ่านระบบเครือข่ายอินเทอร์เน็ต (e-Learning) ที่สมบูรณ์แบบ เพื่อรองรับการฝึกอบรมและพัฒนาศักยภาพของผู้ประเมินภายนอก เจ้าหน้าที่ของ สมศ. และประชาชนทั่วไป โดยมีเป้าหมายหลักสามประการ ได้แก่ 1) การปรับปรุงระบบให้รองรับการเรียนรู้ด้วยตนเองได้อย่างง่ายดายและเข้าถึงผู้ใช้กลุ่มต่างๆ 2) การพัฒนาระบบบริหารจัดการหลักสูตรที่สามารถกำหนดรูปแบบได้ทั้งแบบมีค่าใช้จ่ายและไม่มีค่าใช้จ่าย และ 3) การเพิ่มประสิทธิภาพการทำงานของระบบให้ตอบสนองได้รวดเร็ว
ขอบเขตการดำเนินงานของผู้รับจ้างครอบคลุมทุกขั้นตอน เริ่มจากการวิเคราะห์ความต้องการและออกแบบสถาปัตยกรรมระบบและฐานข้อมูล การจัดเตรียมและติดตั้งระบบบนสภาพแวดล้อม Cloud ที่ สมศ. กำหนด การพัฒนาระบบด้วยคุณสมบัติที่ครบถ้วน การทดสอบระบบในทุกระดับ (Unit Test, Integration Test, User Acceptance Test) การจัดฝึกอบรมผู้ใช้และการจัดทำเอกสารคู่มือที่เกี่ยวข้อง ตลอดจนการพัฒนาระบบ API เพื่อเชื่อมโยงกับระบบสารสนเทศเพื่อการประเมินคุณภาพภายนอก (AQA) ของ สมศ.
ระบบที่พัฒนาขึ้นต้องมีฟังก์ชันการทำงานหลัก ได้แก่ การจัดการหลักสูตรและเนื้อหาที่รองรับสื่อหลากหลายรูปแบบ (วิดีโอ, เอกสาร, SCORM, H5P) พร้อมเครื่องมือสร้างเนื้อหา, ระบบสื่อสารและประกาศ, ระบบสร้างแบบทดสอบและคลังข้อสอบที่มีฟีเจอร์ป้องกันการทุจริต (เช่น บังคับเปิดกล้อง, ป้องกันการสลับแท็บ), ระบบติดตามความคืบหน้าและออกใบรับรองอิเล็กทรอนิกส์ (e-Certificate), อินเทอร์เฟซที่ตอบสนองต่ออุปกรณ์ (Responsive Design), ระบบจัดการผู้ใช้และสิทธิ์ (RBAC) ที่เชื่อมต่อกับ AQA ได้, ระบบชำระเงินที่รองรับ PromptPay และ Payment Gateway, และต้องรองรับผู้ใช้รวมไม่น้อยกว่า 4,000 คน พร้อมใช้งานพร้อมกันได้ 1,000 คน
งานต้องส่งมอบภายใน 150 วัน นับจากวันที่ลงนามในสัญญา โดยแบ่งการจ่ายเงินเป็น 2 งวด งวดแรก 30% หลังส่งมอบแผนงานและเอกสารออกแบบภายใน 60 วัน และงวดสุดท้าย 70% หลังส่งมอบระบบสมบูรณ์ พร้อมรับประกันงานและสนับสนุนทางเทคนิคนาน 1 ปี
The Office for National Education Standards and Quality Assessment (Public Organization), or ONESQA, invites bids for the comprehensive development of an e-Learning system. This project aims to enhance the competency of external assessors, internal staff, and the general public. The core objectives are: 1) To improve a self-paced learning system that is user-friendly and accessible to diverse user groups. 2) To develop a course management system capable of supporting both paid and free course models. 3) To increase the system’s operational efficiency for faster response times.
The contractor’s scope of work encompasses the full project lifecycle: requirement analysis, system and database architecture design, deployment on a specified ONESQA cloud environment, development of a fully-featured system, multi-level testing (Unit, Integration, User Acceptance), user training, documentation, and the development of APIs for integration with ONESQA’s external quality assessment information system (AQA).
The developed system must include key functionalities: course and content management supporting various media formats (video, documents, SCORM, H5P) with authoring tools; communication and announcement features; a quiz and exam builder with anti-cheating measures (e.g., camera enforcement, tab switching prevention); progress tracking and automated e-Certificate generation; a responsive user interface; Role-Based Access Control (RBAC) integrated with AQA; a payment system supporting PromptPay and payment gateways; and scalability to support at least 4,000 total users with 1,000 concurrent users.
The project must be delivered within 150 days from the contract signing date. Payment is split into two installments: 30% upon delivery of project plans and design documents within 60 days, and the remaining 70% upon complete system delivery and acceptance. A 1-year warranty and technical support period is required post-delivery.
