สถาบันคุณวุฒิวิชาชีพ (องค์การมหาชน) ประกาศจัดจ้างโครงการพัฒนาแพลตฟอร์มเทคโนโลยีปัญญาประดิษฐ์ (AI) เพื่อเป็นเครื่องมือสนับสนุนการบริหารจัดการมาตรฐานอาชีพและคุณวุฒิวิชาชีพให้มีความทันสมัย โปร่งใส และมีประสิทธิภาพมากขึ้น โดยไม่ใช่การจัดทำมาตรฐานอาชีพใหม่ แต่เป็นการพัฒนาระบบเทคโนโลยีเพื่อเสริมกระบวนการทำงานของเจ้าหน้าที่และผู้เชี่ยวชาญ
ขอบเขตงานหลักคือการพัฒนา “ระบบส่วนขยายด้านปัญญาประดิษฐ์” ซึ่งประกอบด้วย AI Platform และโมดูล AI ต่างๆ ที่ต้องติดตั้งแยกจากแต่เชื่อมต่อและบูรณาการการทำงานกับระบบหลัก TPQI-NET และระบบอื่นๆ ที่เกี่ยวข้อง เช่น ระบบสอบ (Digital Exam), ระบบจัดการเอกสาร, และแพลตฟอร์ม EWE ระบบจะต้องถูกติดตั้งและให้บริการบนโครงสร้างพื้นฐานคลาวด์ภาครัฐ (Government Data Center and Cloud: GDCC)
งานพัฒนาแบ่งออกเป็นหลายโมดูลสำคัญ ได้แก่ 1) ระบบวิเคราะห์และพัฒนามาตรฐานอาชีพด้วย AI เพื่อสนับสนุนการร่างและทบทวนมาตรฐาน 2) ระบบประเมินและรับรองสมรรถนะด้วย AI ครอบคลุมการสร้างข้อสอบแบบปรับตัว (Adaptive Test Generation), การวิเคราะห์ผลงาน/พอร์ตโฟลิโอด้วย OCR/NLP, และการควบคุมการออกใบรับรอง 3) ระบบผู้ช่วยอัจฉริยะและแชทบอท (AI Assistant & Chatbot) สำหรับให้คำแนะนำและตอบคำถามอัตโนมัติ และ 4) การเชื่อมโยงระบบออกใบรับรองดิจิทัลกับการตรวจสอบผ่าน Blockchain ที่มีอยู่
นอกจากนี้ งานยังครอบคลุมการวางแผนโครงการ การออกแบบสถาปัตยกรรมระบบและข้อมูล การจัดเตรียมโครงสร้างพื้นฐานข้อมูล (Data Lake, Data Warehouse, Vector Database) บน GDCC การพัฒนาระบบเชื่อมต่อข้อมูล (API/Integration) การทดสอบระบบอย่างละเอียด รวมถึงการฝึกอบรมผู้ใช้งานและผู้ดูแลระบบ พร้อมการสนับสนุนทางเทคนิคและรับประกันงานหลังส่งมอบเป็นเวลา 2 ปี
The Professional Qualification Institute (Public Organization) is procuring a project to develop an Artificial Intelligence (AI) Technology Platform to support the management of occupational standards and professional qualifications. The project aims to modernize, increase transparency, and enhance the efficiency of the institute’s core processes by leveraging AI as a supportive tool, not to create new standards.
The core scope is to develop an “AI Extension System,” comprising an AI Platform and various AI modules. This new system must be separately installed but seamlessly integrated and interoperable with the institute’s core TPQI-NET system and other related systems such as the Digital Exam system, document management system, and the EWE Platform. The entire system must be deployed and operated on the Government Data Center and Cloud (GDCC) infrastructure.
Key development modules include: 1) An AI system for occupational standards analysis and development to support drafting and reviewing standards. 2) An AI-based assessment and certification system covering adaptive test generation, portfolio/evidence analysis using OCR/NLP, and certificate control & validation. 3) An AI Assistant and Chatbot system for automated guidance and Q&A. 4) Integration of digital certificate issuance with the existing Blockchain-based verification system.
The project also encompasses comprehensive project planning, system and data architecture design, data infrastructure setup (Data Lake, Data Warehouse, Vector Database) on GDCC, data integration (API) development, thorough system testing, and end-user & administrator training. The contractor must provide technical support and a 2-year warranty period post-delivery.
