สำนักงานเลขาธิการสภาการศึกษา กระทรวงศึกษาธิการ มีแผนพัฒนาระบบกลางเพื่อสนับสนุนการเรียนรู้ตลอดชีวิต (Lifelong Learning) ผ่านกลไกธนาคารหน่วยกิต โครงการนี้มุ่งพัฒนาระบบแพลตฟอร์มธนาคารหน่วยกิตแห่งชาติที่เป็นศูนย์กลางเชื่อมโยงการทำงานระหว่างธนาคารหน่วยกิตระดับชาติ ระดับการศึกษา ระดับจังหวัด และระดับสถานศึกษา พร้อมทั้งเชื่อมโยงข้ามภาคส่วนกับระบบของกระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรม กรมพัฒนาฝีมือแรงงาน และสถาบันคุณวุฒิวิชาชีพ (องค์การมหาชน) เพื่อให้ประชาชนสามารถสะสมและเทียบโอนผลการเรียนรู้จากแหล่งที่หลากหลายได้ในที่เดียว
ขอบเขตงานหลักประกอบด้วย การจัดทำข้อเสนอโครงการและแผนงาน, การออกแบบสถาปัตยกรรมระบบ, การพัฒนาและติดตั้งแพลตฟอร์ม Web Application ที่รองรับผู้ใช้งานพร้อมกันมากกว่า 20,000 คน, การพัฒนาระบบข้อมูล Big Data สำหรับสะสมหน่วยกิต, การปรับปรุงระบบ NQF Dashboard สำหรับการขึ้นทะเบียนหลักสูตร, การพัฒนาระบบรายงานผลการดำเนินงาน (Dashboard) รายจังหวัด, การเชื่อมโยงข้อมูลผ่าน API กับหน่วยงานที่เกี่ยวข้อง, การทดสอบระบบ, การจัดทำคู่มือการใช้งาน (ทั้งเอกสารและคลิปวิดีโอ), การจัดฝึกอบรมบุคลากรผู้ดูแลระบบและผู้รับผิดชอบในส่วนกลางและส่วนภูมิภาคครอบคลุม 77 จังหวัด และการส่งมอบระบบที่พร้อมใช้งาน พร้อมด้วยข้อกำหนดด้านความปลอดภัยและความสามารถในการเข้าถึง (WCAG ระดับ AA)
The Office of the Education Council (OEC) under the Ministry of Education aims to develop a National Credit Bank Platform for basic and vocational education levels. This project focuses on creating a central platform to integrate the operations of credit banks at four levels (national, educational, provincial, and institutional) and to connect with external systems from other ministries, such as higher education, labor skill development, and professional qualification institutes. The goal is to facilitate lifelong learning by allowing the public to accumulate and transfer learning credits from various sources.
The key scope of work includes preparing project proposals and work plans, designing system architecture, developing and installing a Web Application platform supporting over 20,000 concurrent users, building a Big Data system for credit accumulation, enhancing the NQF Dashboard for course registration, creating a provincial-level performance reporting dashboard, integrating data via APIs with relevant agencies, system testing, producing user manuals (documents and video clips), conducting training for system administrators and responsible personnel across all 77 provinces, and delivering a fully operational system. The platform must also comply with security standards and Web Content Accessibility Guidelines (WCAG) Level AA.
