กรมเจ้าท่าได้จัดทําร่างขอบเขตงาน (TOR) เพื่อจ้างเหมาบริการข้อมูลติดตามและควบคุมเรือล็อก (Fishing Boat Electronic Monitoring) เพื่อสนับสนุนการแก้ไขปัญหาการทําประมง IUU ของประเทศไทยอย่างต่อเนื่อง โดยมีวัตถุประสงค์เพื่อรับข้อมูลติดตามเรือประมงที่กระทําความผิดตามกฎหมายจํานวน 300 ลํา
ขอบเขตงานหลักประกอบด้วยการออกแบบ จัดหา และติดตั้งอุปกรณ์อิเล็กทรอนิกส์ติดตามเรือ (GPS Tracking Device) จํานวน 300 ชุด ที่มีคุณสมบัติตรงตามข้อกําหนด เช่น รับรองมาตรฐาน IP65, ส่งข้อมูลผ่านเครือข่าย 3G/4G/NB-IoT/LoRa, มีแบตเตอรี่ใช้งานได้ต่อเนื่องไม่น้อยกว่า 3 ปี, รับรองมาตรฐาน ISO 9001 และได้รับอนุญาตจาก กสทช. พร้อมทั้งพัฒนาและติดตั้งระบบบริหารจัดการกลาง (Monitoring System) บน Server หรือ Cloud ซึ่งต้องมีฟังก์ชันการแจ้งเตือนแบบ Real-time การติดตามตําแหน่ง การกําหนดสิทธิ์ผู้ใช้ และการออกรายงานต่างๆ
ผู้รับจ้างยังมีหน้าที่จัดหาฮาร์ดแวร์สนับสนุน (Server, PC, จอแสดงผล) จัดทําคู่มือการใช้งาน จัดฝึกอบรมผู้ใช้ ตลอดจนให้บริการส่งข้อมูลติดตามเรือและบํารุงรักษาระบบเป็นระยะเวลา 9 เดือน งบประมาณโครงการอยู่ที่ 4,688,000 บาท และมีระยะเวลาดําเนินการทั้งโครงการไม่เกิน 300 วัน นับจากวันลงนามสัญญา
The Department of Marine (Port Authority of Thailand) has drafted a Terms of Reference (TOR) for hiring a service to provide Fishing Boat Electronic Monitoring data, tracking, and control. This project supports Thailand’s ongoing efforts to combat IUU (Illegal, Unreported, and Unregulated) fishing. The objective is to receive monitoring data for 300 illegal fishing vessels.
The primary scope of work includes the design, procurement, and installation of 300 sets of electronic vessel tracking devices (GPS Tracking Devices) meeting specified requirements (e.g., IP65 standard, data transmission via 3G/4G/NB-IoT/LoRa networks, battery life of at least 3 years, ISO 9001 certification, and NBTC approval). The contractor must also develop and install a central management system (Monitoring System) on a Server or Cloud, featuring real-time alerts, location tracking, user permission management, and reporting functions.
Additional responsibilities include providing supporting hardware (servers, PCs, displays), creating user manuals, conducting user training, and providing data transmission and system maintenance services for a period of 9 months. The project budget is 4,688,000 THB, with an overall implementation period not exceeding 300 days from the contract signing date.
