สำนักงานปลัดกระทรวงสาธารณสุข (สำนักสุขภาพดิจิทัล) เปิดประกวดราคาจ้างพัฒนาโครงการใหญ่ด้านเทคโนโลยีสุขภาพ โดยมีวัตถุประสงค์หลักเพื่อแก้ไขปัญหาการวินิจฉัยและเข้าถึงการรักษาโรคลมชักในประเทศไทยผ่านนวัตกรรมปัญญาประดิษฐ์ (AI) และการพัฒนาระบบดิจิทัล โครงการนี้มีงบประมาณกลาง 19,747,779.50 บาท
ขอบเขตงานมุ่งเน้นการพัฒนาระบบหลัก 2 ส่วน คือ 1) เครื่องมือ AI for clinical decision support สำหรับช่วยวินิจฉัยโรคลมชักจากคลื่นไฟฟ้าสมอง (EEG) และ 2) application server สำหรับประมวลผลที่เกี่ยวข้อง ซึ่งจะสนับสนุนการสร้างฐานข้อมูล EEG ระดับชาติครอบคลุม 3 หมวด ได้แก่ ฐานข้อมูล EEG ด้านโรคลมชัก (Epilepsy EEG), ฐานข้อมูล EEG ด้านการนอนหลับ (Sleep EEG) และฐานข้อมูล EEG สำหรับการพัฒนา Brain Computer Interface (EEG-BCI)
ผลลัพธ์ที่คาดหวังคือการมีระบบที่ช่วยให้ผู้ป่วยเข้าถึงการตรวจวินิจฉัยและรักษาได้อย่างรวดเร็วและแม่นยำขึ้น พร้อมทั้งเพิ่มศักยภาพให้โรงพยาบาลในสังกัดสำนักงานปลัดกระทรวงสาธารณสุขในการดูแลผู้ป่วยที่สงสัยภาวะชัก โครงการนี้จึงไม่เพียงเป็นการพัฒนาซอฟต์แวร์แต่เป็นการสร้างโครงสร้างพื้นฐานดิจิทัลทางการแพทย์ที่สำคัญของประเทศ
The Office of the Permanent Secretary, Ministry of Public Health (Digital Health Office) is inviting bids for a major health technology development project. The primary objective is to address the challenges in diagnosing and accessing treatment for epilepsy in Thailand through artificial intelligence (AI) innovation and digital system development. The project has a median budget of 19,747,779.50 THB.
The scope of work focuses on developing two main systems: 1) an AI tool for clinical decision support to aid in diagnosing epilepsy from electroencephalogram (EEG) signals, and 2) an application server for related processing. This will support the creation of a national-level EEG database covering three categories: Epilepsy EEG database, Sleep EEG database, and EEG database for Brain Computer Interface (EEG-BCI) development.
The expected outcomes are a system that enables faster and more accurate diagnosis and treatment access for patients, while enhancing the capabilities of hospitals under the Ministry of Public Health in caring for patients with suspected seizure conditions. This project is therefore not just software development but the creation of a crucial digital medical infrastructure for the country.
