กรมการแพทย์แผนไทยและการแพทย์ทางเลือก (DTAM) มีโครงการพัฒนาระบบดิจิทัลกลางแบบครบวงจร โดยใช้เทคโนโลยีปัญญาประดิษฐ์ (AI) เพื่อตอบสนองนโยบายรัฐบาลดิจิทัลและยกระดับการบริการภาครัฐ เป้าหมายหลักคือให้ประชาชนและผู้ประกอบการสามารถเข้าถึงบริการได้อย่างสะดวก รวดเร็ว โปร่งใส ผ่านช่องทางดิจิทัลจากจุดเดียว ลดการเดินทางและขั้นตอนที่ซ้ำซ้อน
ขอบเขตงานหลักแบ่งเป็น 3 ส่วนใหญ่: 1) พัฒนาและปรับปรุงระบบ e-Service จำนวน 5 ระบบ ได้แก่ ระบบขออนุญาตสมุนไพรควบคุม (กัญชา), ระบบขอรับสิทธิ์ส่งเสริมผู้ประกอบการสมุนไพร, ระบบขึ้นทะเบียนรหัสยาสมุนไพร, ระบบลงทะเบียนและตรวจสอบการขึ้นทะเบียนนวดแผนไทย และระบบขอรับรองหมอพื้นบ้าน โดยระบบทั้งหมดต้องพัฒนาในรูปแบบ Microservices Architecture บนคลาวด์ รองรับ SSO ผ่าน ThaiD และ Health ID/Provider ID รวมถึงมีระบบลงนามอิเล็กทรอนิกส์และใช้เทคโนโลยี Blockchain/DLT สำหรับบันทึกข้อมูล Audit Logs 2) พัฒนา Miniapp บนแอป “ทางรัฐ” จำนวน 7 บริการ ที่เชื่อมต่อกับระบบหลักผ่าน API ที่ปลอดภัย 3) จัดทำแบบจำลองข้อมูล (Data Model) ครบทั้ง 3 ระดับ (Conceptual, Logical, Physical) และเอกสาร Data Governance
นอกจากนี้ยังรวมถึงการพัฒนาต้นแบบระบบปัญญาประดิษฐ์ (AI Prototype) สำหรับตรวจสอบเอกสารอัตโนมัติ (AI Pre-Audit) การทดสอบระบบครบถ้วน (UAT, Performance, Security Testing) และการเชื่อมโยงข้อมูลกับแพลตฟอร์ม “หมอพร้อม” ของกระทรวงสาธารณสุข
The Department of Thai Traditional and Alternative Medicine (DTAM) is procuring the development of a central digital platform integrated with artificial intelligence (AI) for Thai traditional and alternative medicine services. The project aims to create a comprehensive, one-stop digital service platform for citizens and entrepreneurs, enhancing accessibility, transparency, and efficiency in line with the Digital Government Policy.
The core scope of work includes three main components: 1) Development and enhancement of 5 core e-Service systems (Web-based Applications) covering cannabis license applications, herbal entrepreneur promotion schemes, traditional medicine drug code registration, Thai massage therapist registration/verification, and folk healer certification. These systems must be built on a modern Microservices Architecture, deployable on cloud, with Single Sign-On (SSO) integration via ThaiD and MoPH’s Health ID/Provider ID. The systems must also support digital signatures, electronic licenses, and immutable audit logs using Blockchain/Distributed Ledger Technology (DLT). 2) Development of 7 Miniapp services on the government’s “Tang Rat” (ทางรัฐ) application, securely connected to the core backend via APIs. 3) Creation of comprehensive data models (Conceptual, Logical, Physical) and data governance documentation to ensure standardized data integration.
Additional requirements include developing an AI prototype for automated document pre-audit, conducting thorough system testing (UAT, Performance, Security), and integrating data with the Ministry of Public Health’s “Mor Prom” (หมอพร้อม) platform. The project seeks to digitize and streamline government services, reduce bureaucratic steps, and build public trust.
