กรมการแพทย์แผนไทยและการแพทย์ทางเลือก จัดจ้างพัฒนาระบบบริการการแพทย์แผนไทยทางไกล (Telemedicine) แบบครบวงจร เพื่อสนับสนุนนโยบาย Digital Health และการเปลี่ยนผ่านสู่ระบบดิจิทัลของภาครัฐ โครงการนี้มีวัตถุประสงค์เพื่อพัฒนาระบบ Telemedicine ที่ครอบคลุมกระบวนการให้บริการตั้งแต่ต้นจนจบ (End-to-End) เริ่มจากการลงทะเบียนและยืนยันตัวตนผู้ป่วยผ่านมาตรฐาน Health ID/ThaiD, ระบบนัดหมายอัจฉริยะ, ห้องตรวจทางไกลด้วยวิดีโอคอลล์ที่ปลอดภัย, การบันทึกเวชระเบียนอิเล็กทรอนิกส์ (EMR) ที่รองรับมาตรฐาน SOAP Note และข้อมูลเฉพาะทางแพทย์แผนไทย (เช่น ธาตุเจ้าเรือน, ICD-10-TM), การสั่งจ่ายยาและออกใบรับรองแพทย์ดิจิทัลด้วยลายมือชื่ออิเล็กทรอนิกส์, ตลอดจนการเชื่อมต่อกับระบบชำระเงินและขนส่งภายนอก
ระบบจะถูกพัฒนาขึ้นสองส่วนหลัก ได้แก่ 1) ระบบสำหรับประชาชน (Patient Interface) ในรูปแบบ Responsive Web Application ที่รองรับการทำงานเป็น Progressive Web App (PWA) และสามารถฝังตัว (Embed) เป็น Mini App บน “แอปพลิเคชันทางรัฐ” และ “หมอพร้อม” และ 2) ระบบสำหรับเจ้าหน้าที่และหน่วยบริการ (Provider Interface) ในรูปแบบเว็บแอปพลิเคชันที่รองรับการทำงานสองโหมด คือ โหมด Standalone (Mini-HIS) สำหรับหน่วยงานที่ไม่มีระบบ HIS ของตนเอง และโหมด Integrated (Tele-Module) สำหรับเชื่อมต่อกับระบบ HIS เดิมผ่าน Deep Link/API
นอกจากนี้ ระบบต้องมีคุณสมบัติด้านความมั่นคงปลอดภัยสูง ตรงตามมาตรฐาน PDPA, OWASP Top 10, มีการทดสอบประสิทธิภาพและเจาะระบบ (Penetration Test) และต้องติดตั้งบนคลาวด์ที่มีมาตรฐาน ISO 27001 โดยข้อมูลต้องเก็บภายในประเทศ โครงการมีระยะเวลาดำเนินการ 180 วัน
The Department of Thai Traditional and Alternative Medicine is procuring the development of a comprehensive Telemedicine system for Thai traditional medicine services. This project aims to create an end-to-end digital platform covering patient registration, smart appointment scheduling, secure video consultation, electronic medical records (EMR) compliant with Thai traditional medicine standards (e.g., SOAP note, elemental constitution), electronic prescription and digital medical certificates with digital signatures, and integration with external payment and logistics systems.
The system will consist of two main interfaces: 1) A Patient Interface built as a Responsive Web Application supporting Progressive Web App (PWA) features, which can be embedded as a Mini App within the government’s central “Government Super App” and the MOPH’s “Mor Prom” platform. 2) A Provider Interface as a web application supporting two operational modes: Standalone mode (functioning as a mini-HIS) for units without an existing Hospital Information System (HIS), and Integrated mode (acting as a tele-consultation module) for seamless connection with existing HIS via Deep Link/API.
The system must be built on a secure, multi-tenant architecture, comply with PDPA and cybersecurity standards (OWASP Top 10), undergo performance and penetration testing, and be deployed on an ISO 27001 certified cloud with data localization in Thailand. The project duration is 180 days.
