องค์การบริหารส่วนจังหวัดนนทบุรีเปิดโครงการจ้างเหมาบํารุงรักษาระบบข้อมูลสารสนเทศภูมิศาสตร์ (GIS) เพื่อการให้บริการตรวจสอบการใช้ประโยชน์ที่ดินตามผังเมืองรวมจังหวัดนนทบุรี พ.ศ. 2566 เป็นระยะเวลา 365 วัน โดยมีวัตถุประสงค์หลักเพื่อตอบสนองนโยบายรัฐบาลดิจิทัล สร้างระบบบริการดิจิทัลที่ไร้รอยต่อ (Seamless) และเพิ่มประสิทธิภาพการตรวจสอบการใช้ประโยชน์ที่ดินให้สอดคล้องกับผังเมืองรวม
ขอบเขตงานหลักประกอบด้วย 1) งานบํารุงรักษาระบบ GIS เดิมที่ติดตั้งบนบริการคลาวด์กลางภาครัฐ (GDCC Cloud Service) โดยต้องเช่าลิขสิทธิ์ซอฟต์แวร์ GIS มาตรฐาน (ArcGIS Pro Standard) และระบบ GIS บนเครือข่าย (ArcGIS Enterprise Standard) เป็นเวลาไม่น้อยกว่า 1 ปี พร้อมบํารุงรักษาเซิร์ฟเวอร์ 3 เครื่อง (Web, Map, Database) 2) งานรวบรวมและจัดทําข้อมูล โดยดําเนินการนําเข้าข้อมูลแปลงที่ดินอําเภอบางกรวยในรูปแบบ Shape File จากกรมที่ดิน เข้าสู่ระบบฐานข้อมูล GIS ในระบบพิกัด WGS 1984 UTM Zone 47N พร้อมปรับปรุงแผนที่ฐาน (Base Map) ของจังหวัดนนทบุรีให้เป็นปัจจุบัน 3) งานนําเข้าฐานข้อมูลและเพิ่มประสิทธิภาพการตรวจสอบการใช้ประโยชน์ที่ดินผ่านเว็บแอปพลิเคชันและโมบายแอปพลิเคชัน รวมถึงการดําเนินการบํารุงรักษาเพื่อป้องกันปัญหา (Preventive Maintenance) ตามงวดงานที่กําหนด
โครงการมีงบประมาณราคากลาง 3,099,200 บาท การดําเนินงานแบ่งเป็น 3 งวด โดยงวดที่ 1 และ 2 เบิกจ่ายงวดละ 35% และงวดสุดท้ายเบิกจ่าย 30% ผู้รับจ้างต้องส่งมอบรายงานสรุปผลการดําเนินงานเป็นรูปเล่มสีและไฟล์ดิจิทัลในแต่ละงวด
The Nonthaburi Provincial Administration Organization (PAO) is seeking a contractor for the maintenance of a Geographic Information System (GIS) for land use verification according to the Nonthaburi Comprehensive City Plan B.E. 2566 (2023). The project duration is 365 days.
The main objectives are to support the Digital Government Policy, create a seamless digital service, and enhance the efficiency of land use verification in compliance with the city plan. The core scope of work includes: 1) Maintaining the existing GIS system deployed on the Government Data Center Cloud (GDCC) service, which involves leasing standard GIS software licenses (ArcGIS Pro Standard and ArcGIS Enterprise Standard) for at least one year and maintaining three servers (Web, Map, Database). 2) Data collection and preparation, specifically importing land parcel data for Bang Kruai District in Shapefile format from the Land Department into the GIS database using the WGS 1984 UTM Zone 47N coordinate system, and updating the provincial base map. 3) Database integration and enhancing the efficiency of the land use verification web and mobile applications, including performing preventive maintenance as per the specified milestones.
The project has an estimated budget of 3,099,200 Baht. Payments are divided into three installments: 35% for the first and second installments, and 30% for the final installment. The contractor is required to submit summarized reports in colored hard copies and digital files for each installment.
