สำนักงานคณะกรรมการนโยบายที่ดินแห่งชาติ (สคทช.) โดยศูนย์เทคโนโลยีสารสนเทศที่ดินและทรัพยากรดิน มีความจำเป็นต้องดำเนินโครงการต่ออายุสิทธิ์การใช้งานซอฟต์แวร์และบำรุงรักษาระบบคอมพิวเตอร์แม่ข่าย ระบบเครือข่าย และอุปกรณ์ประกอบอย่างต่อเนื่อง เพื่อรักษาความพร้อมและเสถียรภาพของระบบเทคโนโลยีสารสนเทศและการสื่อสาร (ICT) ซึ่งเป็นเครื่องมือหลักสนับสนุนการรวบรวม จัดเก็บ วิเคราะห์ และเผยแพร่ข้อมูลที่ดินและทรัพยากรดินของประเทศ
ขอบเขตงานครอบคลุมการจัดหาบุคลากรที่มีความเชี่ยวชาญ และการบำรุงรักษาระบบต่างๆ ได้แก่ ฮาร์ดแวร์ตามผนวก ก ซอฟต์แวร์ตามผนวก ข ระบบชุดคอมพิวเตอร์สำหรับงานโฟโตแกรมเมตรีตามผนวก ค และระบบงานโปรแกรมประยุกต์ตามผนวก ง ผู้รับจ้างต้องดำเนินงานหลัก ได้แก่ 1) ศึกษา วิเคราะห์ระบบ และจัดทำเอกสารแผนการบำรุงรักษาเสนอภายใน 30 วัน 2) จัดทำสติกเกอร์ระบุข้อมูลอุปกรณ์ 3) ดำเนินการต่ออายุการรับประกันอุปกรณ์ และ 4) ดำเนินการบำรุงรักษาเชิงป้องกัน (Preventive Maintenance) และเชิงซ่อมแซมแก้ไข (Corrective Maintenance) อย่างสม่ำเสมอตลอดอายุสัญญา เพื่อให้อุปกรณ์และระบบทั้งหมดใช้งานได้อย่างมีประสิทธิภาพและต่อเนื่อง
The National Land Policy Board Office (NLPO) requires a project to renew software licenses and maintain its core server systems, network, and related ICT infrastructure. The objective is to ensure the continuity and efficiency of the office’s critical information systems, which support the collection, storage, analysis, and dissemination of national land and soil resource data.
The scope of work involves providing qualified personnel and performing comprehensive maintenance on systems listed in the appendices, including hardware (Appendix A), software (Appendix B), photogrammetry computer systems (Appendix C), and application software systems (Appendix D). Key contractor responsibilities include: 1) Studying, analyzing systems, and submitting a detailed maintenance plan within 30 days of contract signing; 2) Creating and attaching equipment identification stickers; 3) Extending equipment warranty periods; and 4) Conducting regular Preventive Maintenance (PM) and Corrective Maintenance (CM) throughout the contract period to ensure all systems remain operational and efficient.
