สำนักงานคณะกรรมการข้าราชการพลเรือน (สำนักงาน ก.พ.) มีความประสงค์จ้างพัฒนาระบบสารสนเทศเพื่อดูแลจัดการศึกษานักเรียนทุนรัฐบาล วงเงินงบประมาณ 5,504,500 บาท (ราคากลาง 5,501,250 บาท) โดยมีวัตถุประสงค์เพื่อสร้างระบบที่ทันสมัย มีประสิทธิภาพ และปลอดภัย สนับสนุนการบริหารงานแบบขับเคลื่อนด้วยข้อมูล (Data-driven Government) ระบบนี้จะช่วยบริหารจัดการ กำกับติดตาม และดูแลนักเรียนทุนรัฐบาล ครอบคลุมข้อมูลทั้งก่อนเดินทาง ระหว่างศึกษาในและต่างประเทศ และหลังสำเร็จการศึกษา
ขอบเขตงานครอบคลุมการวิเคราะห์ความต้องการ ออกแบบสถาปัตยกรรมระบบ (API-Driven, Microservices) พัฒนาระบบฐานข้อมูล และพัฒนาแอปพลิเคชันทั้ง Web และ Mobile (สำหรับ iOS และ Android) รวมถึงการถ่ายโอนข้อมูลจากระบบเดิม การทดสอบระบบครบทุกมิติ การฝึกอบรมผู้ใช้งาน และการบำรุงรักษาระบบหลังการส่งมอบ ระบบจะประกอบด้วยโมดูลสำคัญต่างๆ เช่น โมดูลบริหารจัดการข้อมูลหลัก โมดูลบริหารจัดการกระบวนงานและ e-Form โมดูลติดตามและแจ้งเตือน โมดูลรายงานและแดชบอร์ด และโมดูลบริหารจัดการ API เพื่อเชื่อมโยงกับระบบอื่น
ผู้รับจ้างต้องส่งมอบงานเป็น 4 งวด ภายใน 240 วัน นับจากวันลงนามสัญญา พร้อมให้บริการรับประกันผลงานหลังส่งมอบเป็นเวลา 1 ปี
The Office of the Civil Service Commission (OCSC) is inviting bids for the development of an information system to manage government scholarship students. The project has a budget of 5,504,500 THB. The objective is to create a modern, efficient, and secure information system aligned with data-driven government principles, supporting the management, monitoring, and care of government scholarship students throughout all stages: pre-departure, during study (domestically/abroad), and post-graduation.
The scope of work includes requirements analysis, system architecture design (API-Driven, Microservices), database design and development, and the creation of both Web and Mobile Applications (for iOS and Android). It also covers data migration from the legacy system, comprehensive testing (functional, UAT, security, performance), user training, and post-delivery maintenance. The system will feature key modules such as Master Data Management, Workflow & e-Form Management, Tracking & Notification, Reports & Dashboards, and API Management for integration.
The contractor must deliver the project in 4 phases within 240 days from the contract signing date, with a 1-year warranty period for post-delivery support.
