กรมส่งเสริมวัฒนธรรม มีความประสงค์จะว่าจ้างผู้ประกอบการเพื่อดำเนินการจัดโครงการประกวดดนตรีและการแสดงพื้นบ้านประเภท “หมอลำ” ถ้วยพระราชทานสมเด็จพระกนิษฐาธิราชเจ้า กรมสมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารี โดยมีวัตถุประสงค์เพื่อเทิดพระเกียรติ ส่งเสริมและอนุรักษ์มรดกทางวัฒนธรรม ยกระดับความสามารถของศิลปินพื้นบ้าน สร้างพื้นที่การเรียนรู้สำหรับคนรุ่นใหม่ ตลอดจนต่อยอดทุนทางวัฒนธรรมเพื่อสร้างมูลค่าเพิ่มทางเศรษฐกิจ (Soft Power)
ขอบเขตงานครอบคลุมการบริหารจัดการโครงการทั้งหมด เริ่มตั้งแต่การจัดทำแผนดำเนินงานและสื่อประชาสัมพันธ์ (ทั้งสิ่งพิมพ์และออนไลน์) การจัดงานแถลงข่าวอย่างเป็นทางการ การจัดฝึกอบรมพัฒนาทักษะการแสดงสำหรับผู้เข้าประกวด และการจัดการประกวดรอบตัดสินอันเป็นกิจกรรมหลัก ซึ่งรวมถึงการจัดหาสถานที่ เวที จอ LED ระบบเสียง-แสง อุปกรณ์ พิธีกร การแสดงประกอบ พิธีเปิด-ปิด และพิธีมอบรางวัล รวมถึงการรับผิดชอบค่าใช้จ่ายต่างๆ เช่น ค่าตอบแทนกรรมการ ค่าเดินทางคณะแสดง และการจัดเลี้ยง
ผู้รับจ้างมีหน้าที่จัดทำและส่งมอบรายงานสรุปผลการดำเนินงาน ทะเบียนรายชื่อคณะที่เข้าร่วมและได้รับรางวัล พร้อมด้วยไฟล์วีดิทัศน์บันทึกกิจกรรมและสรุปโครงการในรูปแบบดิจิทัล โครงการนี้มีวงเงินจัดหาทั้งสิ้น 3,230,000 บาท และต้องดำเนินการให้แล้วเสร็จภายใน 120 วัน นับจากวันลงนามในสัญญา
The Department of Cultural Promotion seeks a contractor to organize a folk music and performance competition in the category of “Mor Lam” (Isan folk song), under the Royal Patronage of Her Royal Highness Princess Maha Chakri Sirindhorn. The project aims to honor Her Royal Highness, promote and preserve cultural heritage, elevate the skills of folk artists, create learning opportunities for the younger generation, and leverage cultural capital for economic value creation (Soft Power).
The scope of work encompasses full project management, including: developing an operational plan and publicity materials (both print and online); organizing a formal press conference; conducting a training workshop to develop performers’ skills; and managing the main competition event. The latter involves securing venues, stage, LED screen, sound-light systems, equipment, hosts, accompanying performances, opening/closing ceremonies, and the award ceremony. The contractor is also responsible for various costs such as judge honorariums, travel expenses for performing troupes, and catering.
Deliverables include a comprehensive final report, directories of participating and award-winning troupes, and digital video files documenting the activities and summarizing the project. The total project budget is 3,230,000 THB, with a completion timeline of 120 days from contract signing.
