สำนักงานสภาความมั่นคงแห่งชาติ (สมช.) มอบหมายให้พัฒนาระบบสารสนเทศแบบครบวงจรเพื่อยกระดับการบริหารจัดการองค์ความรู้ด้านความมั่นคงของประเทศให้มีประสิทธิภาพและทันสมัย สอดคล้องกับนโยบาย Digital Transformation เป้าหมายหลักคือการสร้างระบบฐานข้อมูลดิจิทัลที่รวบรวมข้อมูลที่กระจัดกระจายให้เป็นระบบเดียวกัน ช่วยเพิ่มความรวดเร็วในการค้นหา ลดการสูญหายของข้อมูล และเป็นช่องทางเผยแพร่ความรู้สู่สาธารณะ
ขอบเขตการดำเนินงานครอบคลุมการพัฒนาระบบหลัก 3 ส่วน ได้แก่ ระบบจัดการความรู้ (KMS) สำหรับจัดเก็บและสืบค้นข้อมูลเชิงวิชาการและปฏิบัติการ ระบบห้องสมุดอิเล็กทรอนิกส์ (E-Library) เพื่อให้บริการหนังสือและสื่อดิจิทัล และระบบการเรียนรู้ออนไลน์ (E-Learning) สำหรับจัดอบรมและทดสอบความรู้
ผู้รับจ้างต้องดำเนินงานทั้งหมด เริ่มตั้งแต่การศึกษาความต้องการ (System Requirement) จนถึงการพัฒนาระบบให้สมบูรณ์ โดยระบบต้องถูกพัฒนาบนสถาปัตยกรรมฐานข้อมูลเดียว (Single Platform Architecture) มีการออกแบบ UX/UI ที่ใช้งานง่าย สวยงาม และทันสมัย รวมถึงมีมาตรฐานความปลอดภัยที่รองรับเทคโนโลยีใหม่
The National Security Council Office (NSCO) is commissioning the development of a comprehensive information system to modernize and enhance the efficiency of managing national security knowledge, aligning with Digital Transformation policy. The core objective is to create a digital database platform that consolidates currently scattered data into a unified system, improving search speed, reducing data loss, and serving as a public channel for disseminating security knowledge.
The scope of work encompasses the development of three main systems: a Knowledge Management System (KMS) for storing and retrieving academic and operational data, an Electronic Library (E-Library) system for digital book and media services, and an E-Learning system for organizing online training and testing.
The contractor is responsible for the entire process, from conducting system requirement studies to full system development. The system must be built on a Single Platform Architecture with a unified database, feature user-friendly, modern, and aesthetically pleasing UX/UI design, and incorporate security standards that support new technologies.
