โครงการนี้เป็นการจัดหาผู้รับจ้างภายนอกเพื่อดำเนินการงดจ่ายไฟให้แก่ผู้ใช้ไฟฟ้ารายย่อยของ การไฟฟ้าส่วนภูมิภาคสาขาสอยดาว ในปีงบประมาณ 2569 โดยใช้วิธีการประกวดราคาอิเล็กทรอนิกส์ (E-Bidding) ขอบเขตงานมุ่งเน้นการปฏิบัติงานเกี่ยวกับมิเตอร์แรงต่ำทั้งชนิด 1 เฟส และ 3 เฟส (ยกเว้นมิเตอร์ที่ติดตั้งกับหม้อแปลงเฉพาะราย) ในพื้นที่รับผิดชอบสองโซนหลัก ได้แก่ โซน A ในเขตอำเภอสอยดาว และโซน B ในเขตอำเภอโป่งน้ำร้อน จังหวัดจันทบุรี
ปริมาณงานโดยประมาณต่อปีรวมทั้งสิ้น 37,220 ราย แบ่งเป็นงานหลัก 4 กิจกรรม ได้แก่ 1) ปลดสายเทอร์มินอล 2) ตัดกลับมิเตอร์ (ถอดมิเตอร์) 3) ต่อสายเทอร์มินอล และ 4) ต่อกลับมิเตอร์ โดยแต่ละกิจกรรมมีปริมาณงานแยกตามพื้นที่และประเภทไฟ (1 เฟส/3 เฟส) อย่างชัดเจน ผู้รับจ้างต้องจัดหาบุคลากรไม่น้อยกว่า 5 คนสำหรับโซน A และไม่น้อยกว่า 2 คนสำหรับโซน B โดยมีอัตราส่วนงานไม่เกิน 50 รายต่อคนต่อวัน
ผู้รับจ้างมีหน้าที่ดำเนินการตามขั้นตอนที่กำหนด ซึ่งรวมถึงการถ่ายภาพหลักฐาน การบันทึกข้อมูลในระบบงานงดจ่ายไฟ DMSx ผ่านสมาร์ทโฟน การจัดการกรณีผู้ใช้ไฟฟ้าขอผ่อนผัน และการปฏิบัติงานต่อกลับให้แล้วเสร็จภายใน 4 ชั่วโมงนับจากได้รับใบสั่งงาน โครงการนี้มีวงเงินงบประมาณรวม (ก่อน VAT) 1,458,880 บาท แบ่งเป็นพื้นที่โซน A วงเงิน 1,130,380 บาท และพื้นที่โซน B วงเงิน 328,500 บาท
This project is an outsourcing procurement by the Provincial Electricity Authority (PEA), Soi Dao Branch, to hire external contractors for electricity disconnection services for residential customers in fiscal year 2026, using the E-Bidding method. The scope of work focuses on operations related to low-voltage meters (both single-phase and three-phase, excluding meters installed on dedicated customer transformers) in two designated zones: Zone A in Soi Dao District and Zone B in Pong Nam Ron District, Chanthaburi Province.
The estimated annual workload totals 37,220 cases, comprising four main activities: 1) Terminal wire disconnection, 2) Meter removal (cut-off), 3) Terminal wire reconnection, and 4) Meter re-installation. The quantity for each activity is specified by zone and meter type. The contractor must provide a minimum of 5 personnel for Zone A and 2 personnel for Zone B, with a workload cap of 50 cases per person per day.
The contractor’s responsibilities include following strict procedures: capturing photographic evidence, recording data in the DMSx disconnection system via smartphone, handling customer deferral requests, and completing reconnection work within 4 hours of receiving a work order. The total project budget (excluding VAT) is 1,458,880 THB, divided into 1,130,380 THB for Zone A and 328,500 THB for Zone B.
