สํานักงานนโยบายและแผนพลังงาน (สนพ.) มีแผนดําเนินโครงการจัดทําแพลตฟอร์มกลางเพื่อเชื่อมโยงข้อมูลการอัดประจุยานยนต์ไฟฟ้า เพื่อสนับสนุนเป้าหมายการส่งเสริมการใช้ยานยนต์ไฟฟ้าตามนโยบาย 30/30 และแผนพลังงานชาติ โครงการนี้มีวัตถุประสงค์หลักเพื่อสร้างระบบโครงสร้างพื้นฐานด้านเทคโนโลยีสารสนเทศที่สามารถรวบรวม จัดเก็บ และบูรณาการข้อมูลการอัดประจุจากผู้ให้บริการสถานีชาร์จ (CPOs) และแหล่งข้อมูลอื่นๆ ได้อย่างมีมาตรฐานเดียวกัน
ขอบเขตงานหลักประกอบด้วยกิจกรรมสําคัญ 6 กิจกรรม ได้แก่ 1) การศึกษา วิเคราะห์ และออกแบบระบบบริหารจัดการข้อมูล 2) การออกแบบและพัฒนาโครงสร้างพื้นฐานศูนย์ข้อมูล (รวมฮาร์ดแวร์และซอฟต์แวร์) 3) การพัฒนาระบบเชื่อมโยงข้อมูลจากหลายแหล่ง 4) การพัฒนาระบบบริการข้อมูล (Open API Platform) และเชื่อมโยงข้อมูลจริงกับ CPOs 5) การพัฒนาระบบวิเคราะห์ข้อมูลและแดชบอร์ดแสดงผล และ 6) การพัฒนาแอปพลิเคชันกลางสําหรับผู้ใช้ยานยนต์ไฟฟ้า
ผู้รับจ้างจะต้องจัดทําและส่งมอบระบบที่สมบูรณ์ พร้อมทั้งเอกสารคู่มือ การฝึกอบรมบุคลากร และสื่อประชาสัมพันธ์ โดยมีระยะเวลาดําเนินการทั้งโครงการ 15 เดือน และต้องให้การบํารุงรักษาระบบเป็นระยะเวลา 3 ปี หลังจากส่งมอบงานเสร็จสิ้น วงเงินงบประมาณของโครงการอยู่ที่ 46,889,600 บาท
The Energy Policy and Planning Office (EPPO) plans to procure the development of a central platform for linking electric vehicle (EV) charging data. This project aims to support Thailand’s national energy plan and the 30/30 EV promotion policy. The core objective is to establish an IT infrastructure capable of aggregating, storing, and integrating standardized EV charging data from various Charge Point Operators (CPOs) and other sources.
The key scope of work encompasses six major activities: 1) Study, analysis, and design of the data management system, 2) Design and development of the EV charging data center infrastructure (including hardware and software), 3) Development of a system for linking data from multiple diverse sources, 4) Development of a data service system (Open API Platform) and actual data linkage with CPOs, 5) Development of a data analytics system and visualization dashboards, and 6) Development of a central mobile application for EV users.
The contractor is required to deliver the complete system, along with documentation, user and administrator manuals, personnel training, and promotional media. The total project duration is 15 months, followed by a 3-year warranty and maintenance period. The project budget is set at 46,889,600 THB.
