กรมสวัสดิการและคุ้มครองแรงงานได้เปิดประกวดราคาจ้างเหมาพัฒนาระบบสารสนเทศใน “โครงการเพิ่มประสิทธิภาพบริการอิเล็กทรอนิกส์แบบ End-to-End Process” โดยมีเป้าหมายหลักเพื่อยกระดับการให้บริการดิจิทัลของกรมให้สมบูรณ์แบบตั้งแต่ต้นทางจนจบกระบวนการ ครอบคลุมการชำระเงินอิเล็กทรอนิกส์และการออกใบรับรองที่ตรวจสอบได้ ซึ่งสอดคล้องกับนโยบายรัฐบาลและพระราชบัญญัติการปฏิบัติราชการทางอิเล็กทรอนิกส์ พ.ศ. 2565
ขอบเขตการดำเนินงานประกอบด้วยการพัฒนาระบบสารสนเทศที่สำคัญหลายระบบ อาทิ ระบบพิจารณาอนุมัติ/อนุญาตที่เชื่อมโยงกับแพลตฟอร์มกลาง, ระบบตรวจสอบความถูกต้องของเอกสารอิเล็กทรอนิกส์ (e-Certificate) กับ ETDA, ระบบบริหารจัดการการขอเทียบเท่าวุฒิการศึกษา, ระบบยื่นคำขอให้เจ้าหน้าที่ฟ้องหรือแก้ต่างคดีแรงงาน, และระบบบริหารจัดการข้อมูลส่วนบุคคลตาม PDPA นอกจากนี้ยังมีงานปรับปรุงระบบสารสนเทศสนับสนุนภารกิจหลักของกรมในด้านต่างๆ เช่น ระบบแรงงานสัมพันธ์, สวัสดิการแรงงาน, มาตรฐานแรงงานไทย, ระบบประมวลผลรายงานแบบ Interactive Dashboard รวมถึงการจัดหาอุปกรณ์ฮาร์ดแวร์สำหรับศูนย์ข้อมูล (Data Center) เช่น เครื่องแม่ข่าย, L3 Switch, อุปกรณ์จัดเก็บข้อมูลแบบ NAS, ระบบปรับอากาศเฉพาะทาง และระบบตรวจจับควัน
โครงการนี้จึงเหมาะกับบริษัทผู้พัฒนาระบบสารสนเทศที่มีความเชี่ยวชาญในการพัฒนาระบบราชการแบบครบวงจร การบูรณาการกับแพลตฟอร์มกลางของภาครัฐ ความปลอดภัยทางไซเบอร์ และการบริหารจัดการศูนย์ข้อมูล
The Department of Labour Protection and Welfare is inviting bids for the “End-to-End Process Electronic Service Efficiency Improvement Project”. The primary objective is to enhance the department’s digital services to provide complete end-to-end electronic processes, including electronic payments and verifiable e-certificates, in compliance with the Electronic Government Operations Act B.E. 2565 and integration with the central government service platforms (Citizen Portal/Biz Portal).
The scope of work encompasses the development and improvement of 13 key information systems. This includes systems for approval/permission processes linked to central platforms, e-Certificate verification with ETDA, a system for managing educational equivalence requests, a system for citizens to request legal action in labor cases, and a personal data management system compliant with the PDPA. Additionally, the project involves upgrading existing support systems for the department’s core missions in labor relations, labor welfare, Thai Labor Standards, and interactive dashboard reporting systems. The project also includes the procurement of hardware equipment for the Data Center, such as servers, L3 switches, NAS storage devices, precision air conditioning, and smoke detection systems.
This project is suitable for IT system development companies with expertise in comprehensive government system development, integration with central government platforms, cybersecurity, and data center management.
