กรมท่าอากาศยานเปิดประกวดราคาอิเล็กทรอนิกส์ (e-bidding) สำหรับโครงการจ้างปรับปรุงระบบจัดการรักษาความปลอดภัยพื้นที่การบิน ท่าอากาศยานอุดรธานี จังหวัดอุดรธานี งบประมาณจากปี พ.ศ. 2569 โดยมีวัตถุประสงค์หลักเพื่อแก้ไขข้อบกพร่องและเสริมสร้างมาตรการรักษาความปลอดภัยของพื้นที่การบินให้มีความรัดกุมและเป็นไปตามข้อกำหนดของแผนรักษาความปลอดภัยการบินพลเรือนแห่งชาติ (NCASP) ซึ่งสอดคล้องกับมาตรฐานขององค์การการบินพลเรือนระหว่างประเทศ (ICAO)
ขอบเขตงานมุ่งเน้นที่การจัดหาและติดตั้งระบบตรวจการณ์พื้นที่การบินและพื้นที่หวงห้ามที่ทันสมัย ระบบหลักประกอบด้วยกล้อง IP แบบ Pan/Tilt/Zoom (PTZ) สำหรับใช้งานกลางแจ้ง ซึ่งต้องมีคุณสมบัติสูง เช่น ความละเอียด 4K ความไวแสงดี และสามารถตรวจจับ/ติดตามวัตถุหรือบุคคลได้โดยอัตโนมัติ พร้อมด้วยระบบจัดเก็บและจัดการวิดีโอ (Network Video Storage) ที่มีพื้นที่เก็บข้อมูลไม่น้อยกว่า 128 TB และซอฟต์แวร์จัดการที่มีฟังก์ชันการทำงานครบถ้วน ระบบจะต้องสามารถเชื่อมต่อและทำงานร่วมกับศูนย์ควบคุมกลาง (SCC) ของกรมท่าอากาศยานได้อย่างสมบูรณ์
ผู้ยื่นข้อเสนอต้องมีคุณสมบัติเฉพาะทาง โดยต้องมีผลงานขายหรือติดตั้งระบบรักษาความปลอดภัยพื้นที่การบินหรือระบบกล้องดิจิทัลในพื้นที่ควบคุมของสนามบิน หน่วยงานความมั่นคง หรือหน่วยงานการเงิน มูลค่าไม่น้อยกว่า 10.4 ล้านบาท ต่อหนึ่งสัญญาที่แล้วเสร็จภายใน 10 ปีที่ผ่านมา
The Department of Airports is inviting electronic bids (e-bidding) for a project to improve the airside security management system at Udon Thani Airport, Udon Thani Province. Funded by the 2026 fiscal year budget, the project aims to rectify deficiencies and enhance airside security measures to ensure strict compliance with the National Civil Aviation Security Programme (NCASP) and the standards of the International Civil Aviation Organization (ICAO).
The core scope of work focuses on the supply and installation of a modern airside and restricted area surveillance system. The key components include Outdoor IP Pan/Tilt/Zoom (PTZ) cameras with advanced features such as 4K resolution, high sensitivity, and automatic object/person detection and tracking. This is coupled with a Network Video Storage system with a minimum capacity of 128 TB and comprehensive management software. The entire system must be fully integrated and operational with the department’s central Security Control Center (SCC).
Bidders must possess specific qualifications, including proven experience in selling or installing airside security systems or digital camera systems within airport controlled areas, government security agencies, or financial institutions. This experience must be demonstrated through a single completed contract valued at no less than 10.4 million THB within the last 10 years.
