สำนักงานคณะกรรมการอาหารและยา (อย.) เปิดการจัดจ้างเพื่อต่ออายุลิขสิทธิ์ซอฟต์แวร์สำหรับระบบเชื่อมโยงข้อมูล (NSW) ซึ่งเป็นส่วนสำคัญของโครงสร้างพื้นฐานทางดิจิทัลที่สนับสนุนการปรับปรุงระบบสารสนเทศด้านผลิตภัณฑ์สุขภาพให้เป็นแบบ e-Submission การดำเนินงานนี้สอดคล้องกับนโยบายประเทศไทย 4.0 และพระราชบัญญัติบริหารงานและการให้บริการภาครัฐผ่านระบบดิจิทัล พ.ศ. 2562 โดยมีวัตถุประสงค์เพื่อรักษาความถูกต้องตามกฎหมายของลิขสิทธิ์ซอฟต์แวร์ สนับสนุนการบริหารจัดการระบบเครือข่ายให้มีประสิทธิภาพและมั่นคงปลอดภัย รวมถึงอำนวยความสะดวกให้กับผู้ประกอบการในการนำเข้าผลิตภัณฑ์สุขภาพผ่านการเชื่อมโยงข้อมูลกับหน่วยงานภาครัฐอื่นๆ เช่น กรมศุลกากร
โครงการนี้มีขอบเขตการดำเนินงานที่ชัดเจน ประกอบด้วย 2 ส่วนหลัก: 1) การต่ออายุลิขสิทธิ์และบริการซัพพอร์ตทางเทคนิค (ActiveCare Basic) สำหรับอุปกรณ์ควบคุมและตรวจจับการบุกรุกระบบเครือข่าย Forescout CT2000 ซึ่งครอบคลุมฮาร์ดแวร์และซอฟต์แวร์ พร้อม SLA แบบ 8x5 และ 2) การต่ออายุลิขสิทธิ์ซอฟต์แวร์สำหรับการรับส่งข้อมูลมาตรฐาน ebXML (Axway B2Bi Entry Level) เพื่อให้ระบบ Message Handler System สามารถทำงานต่อได้ตามมาตรฐานสากล รองรับการรับส่งเอกสารอิเล็กทรอนิกส์จำนวนมากและมีความปลอดภัยสูง ผู้รับจ้างต้องดำเนินการส่งมอบงานให้แล้วเสร็จภายใน 60 วัน นับจากวันลงนามในสัญญา
The Food and Drug Administration (FDA) of Thailand is procuring a service to renew software licenses for its National Single Window (NSW) linkage system. This project is crucial for maintaining the legal compliance and operational continuity of the digital infrastructure that supports the FDA’s upgraded e-Submission system for health products. The renewal ensures the stability, security, and efficiency of core IT systems, facilitating data exchange with other government agencies like the Customs Department, in alignment with Thailand 4.0 policy and digital government initiatives.
The scope of work has two main components: 1) Renewal of the license and technical support service (ActiveCare Basic) for the Forescout CT2000 Network Access Control appliance, which includes hardware and software coverage with an 8x5 SLA. 2) Renewal of the license for the ebXML data exchange software (Axway B2Bi Entry Level) to ensure the continuous operation of the Message Handler System according to international standards, supporting high-volume, secure electronic document exchange. The contractor must complete delivery within 60 days from the contract signing date.
