โครงการนี้เป็นโครงการพัฒนาระบบสารสนเทศและการจัดการสำหรับการจัดซื้อจัดจ้างภาครัฐ ซึ่งมีเป้าหมายเพื่อยกระดับกระบวนการจัดซื้อจัดจ้างให้เป็นระบบดิจิทัลที่มีประสิทธิภาพ โครงการครอบคลุมการพัฒนาระบบสารสนเทศเพื่อสนับสนุนงานด้านการจัดซื้อจัดจ้างภาครัฐอย่างครบวงจร โดยมุ่งเน้นการปรับปรุงกระบวนการเดิมให้รวดเร็ว โปร่งใส และตรวจสอบได้
ขอบเขตของงานประกอบด้วยการพัฒนาระบบสารสนเทศใหม่ที่สามารถใช้งานผ่านเว็บเบราว์เซอร์ (Web Browser) ได้บนมาตรฐาน IE6 เป็นอย่างน้อย รวมถึงการนำข้อมูลเดิมจากระบบ Oracle Forms เข้ามารวมไว้ในระบบกลาง การพัฒนาระบบต้องรองรับการทำงานร่วมกับระบบ e-GP (Electronic Government Procurement) ได้อย่างสมบูรณ์ และต้องมีการพัฒนาระบบในส่วนของข้อมูลหลัก เช่น ข้อมูลผู้ประกอบการ ข้อมูลพัสดุ ข้อมูลราคากลาง และข้อมูลสัญญา
ผู้รับจ้างมีหน้าที่พัฒนาระบบให้แล้วเสร็จ พร้อมทั้งจัดทำคู่มือการใช้งาน ฝึกอบรมผู้ใช้ และให้การสนับสนุนหลังการติดตั้งระบบเป็นระยะเวลา 1 ปี โดยโครงการนี้ต้องการทีมพัฒนาที่มีประสบการณ์เฉพาะทางในด้านการพัฒนาระบบสารสนเทศสำหรับภาครัฐและมีความคุ้นเคยกับกระบวนการจัดซื้อจัดจ้าง
This project aims to develop an Information System and Management System for Government Procurement. Its objective is to digitalize and enhance the efficiency, transparency, and accountability of the entire government procurement process. The project scope includes developing a new web-based information system that is accessible via a web browser (at least IE6), migrating existing data from legacy Oracle Forms, and ensuring full integration with the national e-GP (Electronic Government Procurement) system.
The system will manage core procurement data such as vendor information, item catalogs, reference prices, and contract details. The contractor is responsible for the complete system development, delivery of user manuals, user training, and providing post-implementation support for a period of one year. The project requires a development team with specialized experience in building information systems for the government sector and a deep understanding of public procurement procedures.
