กรมการพัฒนาชุมชนมีเป้าหมายในการพัฒนาประสิทธิภาพการบริหารจัดการความมั่นคงปลอดภัยไซเบอร์และการเฝ้าระวังภัยคุกคามอย่างเป็นระบบ ผ่านโครงการจัดตั้งศูนย์เฝ้าระวังและตอบสนองต่อเหตุการณ์ด้านความมั่นคงปลอดภัยไซเบอร์ (CDDSOC) เพื่อให้สอดคล้องกับนโยบายรัฐบาลและพระราชบัญญัติการรักษาความมั่นคงปลอดภัยไซเบอร์ พ.ศ. 2562 โครงการนี้มุ่งให้บริการระบบ Security Operation Center (SOC) ที่มีประสิทธิภาพ
ขอบเขตงานหลักประกอบด้วย การศึกษา วิเคราะห์ ออกแบบ และจัดทำแผนการดำเนินงาน โครงสร้างระบบ CSOC รวมถึงแผนบริหารความเสี่ยงเพื่อเสนอต่อกรมภายใน 30 วันหลังลงนามสัญญา ผู้รับจ้างต้องจัดตั้งศูนย์ปฏิบัติการ CSOC จำนวน 1 แห่ง โดยให้บริการเฝ้าระวัง วิเคราะห์ ตรวจจับ และตอบสนองต่อเหตุการณ์ภัยคุกคามทางไซเบอร์ตลอด 24 ชั่วโมง ตามข้อตกลงระดับการให้บริการ (SLA) ที่กำหนด พร้อมทั้งจัดเก็บและส่งข้อมูลจราจรทางคอมพิวเตอร์ (Logs) จากอุปกรณ์เครือข่ายของกรมอย่างครบถ้วน โดยต้องติดตั้งเครื่องคอมพิวเตอร์แม่ข่ายและอุปกรณ์จัดเก็บข้อมูล (Log Collector) ภายในศูนย์ควบคุมระบบของกรม
ผู้ยื่นข้อเสนอต้องมีคุณสมบัติเฉพาะทาง ได้แก่ มีผลงานด้านระบบรักษาความปลอดภัยสารสนเทศหรือการบริหารจัดการระบบสารสนเทศมูลค่าไม่ต่ำกว่า 4,925,000 บาท ที่เป็นสัญญาโดยตรงกับหน่วยงานราชการ รัฐวิสาหกิจ หรือบริษัทเอกชนในประเทศไทยภายในระยะเวลา 5 ปีที่ผ่านมา และต้องมีบุคลากรที่มีความรู้ความเชี่ยวชาญในด้านดังกล่าว พร้อมแสดงใบรับรองขีดความสามารถ
ระยะเวลาดำเนินโครงการไม่เกิน 365 วัน นับจากวันลงนามในสัญญา โดยมีงบประมาณราคากลาง 10,816,666.67 บาท
The Community Development Department (CDD) is inviting bids for the project “Enhancing Efficiency of Cybersecurity Management and Threat Surveillance (CDDSOC)”. The project aims to establish and operate a Community Development Department Security Operation Center (CDDSOC) to systematically improve cybersecurity management and threat monitoring in alignment with government policy and the Cybersecurity Act B.E. 2562 (2019). The core objective is to provide an effective Security Operation Center (SOC) service.
The key scope of work includes studying, analyzing, designing, and submitting an operational plan, CSOC structure, and risk management plan to the department within 30 days of contract signing. The contractor must establish one Cyber Security Operations Center (CSOC) to provide 24/7 security monitoring, analysis, detection, and response to cyber threats according to a defined Service Level Agreement (SLA). This includes complete collection and transmission of computer traffic data (Logs) from the department’s network devices, requiring the installation of a server and log collection equipment within the department’s control center.
Bidders must possess specific qualifications, including proven experience in information security systems or IT management with a contract value of at least 4,925,000 THB directly with a government agency, state enterprise, or private company in Thailand within the past 5 years. They must also have qualified personnel with expertise in the field and provide proof of capability.
The project duration must not exceed 365 days from the contract signing date. The estimated budget is 10,816,666.67 THB.
