การไฟฟ้าส่วนภูมิภาค (PEA) มีความประสงค์ที่จะจัดทำระบบบริหารจัดการข้อมูลผู้ปฏิบัติงาน (Outsource Management System) ขึ้นใหม่ เพื่อทดแทนระบบเดิมที่ใช้งานมานานและไม่สามารถตอบสนองความต้องการทางธุรกิจที่เปลี่ยนแปลงไปได้อย่างมีประสิทธิภาพ โครงการนี้มีวัตถุประสงค์หลักเพื่อสร้างระบบกลางสำหรับบริหารจัดการข้อมูลแรงงานภายนอก (Outsource) แบบครบวงจรและเป็นมาตรฐานเดียวกันทั่วทั้งองค์กร
ขอบเขตงานครอบคลุมการพัฒนาระบบสารสนเทศใหม่ทั้งหมด เริ่มตั้งแต่การวิเคราะห์และออกแบบระบบ (System Analysis & Design) การพัฒนาระบบตามฟังก์ชันการทำงานที่กำหนด (System Development) รวมถึงการพัฒนาอินเทอร์เฟซสำหรับการเชื่อมต่อกับระบบ SAP (SAP Interface Development) ระบบที่พัฒนาขึ้นจะต้องรองรับกระบวนการบริหารจัดการแรงงานภายนอกทั้งหมด ได้แก่ กระบวนการสรรหาและคัดเลือก การขึ้นทะเบียนและการจัดการสัญญา การจ่ายค่าตอบแทน การประเมินผลการทำงาน และการรายงานข้อมูลต่าง ๆ
นอกจากนี้ งานยังรวมถึงการย้ายข้อมูลจากระบบเดิมเข้าสู่ระบบใหม่ (Data Migration) การจัดฝึกอบรมผู้ใช้ (User Training) และการให้การสนับสนุนหลังการติดตั้งระบบ (Post-Implementation Support) เป็นระยะเวลา 1 ปี ผลงานหลัก (Deliverables) ของโครงการ ได้แก่ ระบบซอฟต์แวร์ที่พร้อมใช้งาน เอกสารประกอบระบบ คู่มือผู้ใช้ และรายงานผลการทดสอบระบบ
The Provincial Electricity Authority (PEA) intends to develop a new Outsource Management System to replace the legacy system which is outdated and inefficient in meeting evolving business needs. The primary objective of this project is to establish a centralized system for comprehensive and standardized management of outsourced labor data across the entire organization.
The scope of work encompasses the full development of a new information system. This includes System Analysis & Design, System Development based on specified functional requirements, and the development of interfaces for connectivity with PEA’s SAP system. The developed system must support the complete outsourced workforce management lifecycle: recruitment and selection, registration and contract management, compensation payment, performance evaluation, and various reporting functions.
Furthermore, the project involves migrating data from the old system to the new one (Data Migration), providing user training (User Training), and offering post-implementation support for a period of one year. The key project deliverables include the fully functional software system, system documentation, user manuals, and system test reports.
