สำนักงานคณะกรรมการสิทธิมนุษยชนแห่งชาติ (กสม.) เปิดเผยเอกสารขอบเขตงาน (TOR) สำหรับโครงการพัฒนาระบบสารสนเทศเพื่อสนับสนุนภารกิจหลักในการเฝ้าระวังและประเมินสถานการณ์ด้านสิทธิมนุษยชนตามยุทธศาสตร์ชาติและนโยบาย Digital Transformation ของภาครัฐ
โครงการนี้มีวัตถุประสงค์หลักเพื่อสร้างเครื่องมือดิจิทัลที่ทันสมัยสำหรับการจัดเก็บ รวบรวม วิเคราะห์ และนำเสนอข้อมูลสิทธิมนุษยชนอย่างมีประสิทธิภาพ ระบบที่พัฒนาขึ้นจะประกอบด้วย 2 ระบบย่อยหลัก ได้แก่ 1) ระบบดัชนีสิทธิมนุษยชน สำหรับการติดตาม ประเมิน ชี้วัด และเปรียบเทียบสถานการณ์ในมิติต่างๆ พร้อมความสามารถในการกำหนดสูตรคำนวณและน้ำหนักดัชนี และ 2) ระบบจัดเก็บข้อมูลในการเฝ้าระวังสถานการณ์ด้านสิทธิมนุษยชน สำหรับรวบรวมและวิเคราะห์ข้อมูลสถานการณ์เชิงพื้นที่และเชิงประเด็น
ระบบจะถูกพัฒนาขึ้นเป็นเว็บแอปพลิเคชันที่รองรับการแสดงผลบนอุปกรณ์หลากหลาย (Responsive Web Design) มี Dashboard สำหรับแสดงข้อมูลภาพรวมและเจาะลึกรายละเอียด รองรับ Data Visualization ในรูปแบบแผนที่ แผนภูมิ กราฟต่างๆ พร้อมฟังก์ชันการค้นหา กรองข้อมูล และวิเคราะห์แนวโน้ม (Trend Analysis) นอกจากนี้ยังรวมถึงการพัฒนาระบบบริหารจัดการหลังบ้าน (Back-end Administration) ที่มีระบบจัดการผู้ใช้ (User Management & RBAC) และบันทึกประวัติการใช้งาน (Audit Log) รวมถึงการพัฒนา API (RESTful) สำหรับเชื่อมโยงและให้บริการข้อมูลแก่ระบบอื่น
งานในสัญญาครอบคลุมทุกกระบวนการ เริ่มตั้งแต่การศึกษาความต้องการผู้ใช้ (URS) การออกแบบระบบ (SDS, SRS) การพัฒนาและติดตั้งระบบ การทดสอบ จัดฝึกอบรมผู้ใช้และผู้ดูแลระบบ จนถึงการจัดทำคู่มือการใช้งาน และการส่งมอบ Source Code พร้อมด้วยการจัดหาซอฟต์แวร์ระบบปฏิบัติการเซิร์ฟเวอร์ ระบบจัดการฐานข้อมูล (RDBMS) และจอแสดงภาพอัจฉริยะ (Smart Display) ตามข้อกำหนดทางเทคนิค
The Office of the National Human Rights Commission of Thailand (NHRCT) has announced a Terms of Reference (TOR) for the Development of an Information System for Human Rights Situation Monitoring. This project aligns with national digital transformation policies and aims to create a modern digital tool to support the Commission’s core mandate of monitoring and assessing human rights situations.
The primary objective is to develop a comprehensive information system comprising two main subsystems: 1) A Human Rights Index System for tracking, evaluating, measuring, and comparing human rights situations across various dimensions, with configurable calculation formulas and indicator weights, and 2) A Human Rights Situation Monitoring Data Storage System for collecting and analyzing spatial and thematic situational data.
The system will be developed as a web application with responsive design, featuring dashboards for overview and drill-down data exploration. It will support advanced data visualization through maps, charts, and graphs, and include search, filtering, and trend analysis functions. The project also encompasses the development of a back-end administration system with user management (Role-Based Access Control), audit logs, and API development (RESTful) for data integration and service provision to other systems.
The contract scope covers the full project lifecycle, including User Requirement Specification (URS) study, System Design Specification (SDS) and Software Requirement Specification (SRS), system development and installation, testing, user and administrator training, preparation of user manuals, and delivery of the complete source code. Additionally, the contractor is required to supply specified software, including licensed server operating systems, a Relational Database Management System (RDBMS), and a Smart Display, according to the technical specifications.
