กรมที่ดินเปิดประมูลงานจ้างบำรุงรักษาระบบงานและอุปกรณ์คอมพิวเตอร์ตามโครงการพัฒนาระบบสารสนเทศที่ดิน (ระยะที่ ๒) ด้วยวิธีประกวดราคาอิเล็กทรอนิกส์ (e-bidding) โครงการนี้มีวัตถุประสงค์เพื่อให้อุปกรณ์คอมพิวเตอร์พร้อมระบบงานสารสนเทศที่ดินในศูนย์สารสนเทศที่ดินทั้ง 2 แห่ง และหน่วยงานที่เกี่ยวข้อง มีความพร้อมในการใช้งานอย่างต่อเนื่อง และมีการปรับปรุงโปรแกรมประยุกต์ให้มีประสิทธิภาพ ถูกต้อง เป็นไปตามกฎหมายและระเบียบปฏิบัติ
ขอบเขตงานแบ่งออกเป็น 2 ส่วนหลัก ได้แก่ 1) การบำรุงรักษาอุปกรณ์คอมพิวเตอร์ ซึ่งรวมถึงเครื่องแม่ข่าย (Server) ระบบจัดเก็บข้อมูล (Storage) ระบบเครือข่ายสื่อสาร และระบบรักษาความปลอดภัยไซเบอร์ที่ติดตั้งอยู่ที่ศูนย์สารสนเทศที่ดินที่ 1 และที่ 2 และ 2) การบำรุงรักษาระบบงาน (Application Programs) ซึ่งครอบคลุมระบบงานสำคัญมากกว่า 25 ระบบ เช่น ระบบจดทะเบียนสิทธิและนิติกรรม ระบบรังวัด ระบบ GIS ระบบการเงินและบัญชี ระบบอำนวยการ และระบบแลกเปลี่ยนข้อมูลกับหน่วยงานภายนอก
ผู้รับจ้างมีหน้าที่ดูแลระบบให้ทำงานได้ตลอดเวลา แก้ไขปัญหาภายในเวลาที่กำหนด จัดทำแผนความต่อเนื่องทางธุรกิจ (BCP) แผนฉุกเฉิน (ICP) และแผนกู้คืนระบบ (DRP) พร้อมทั้งจัดส่งรายงานการปฏิบัติงานประจำเดือน และจัดหาบุคลากรที่มีคุณสมบัติเฉพาะทางมาปฏิบัติงานประจำตามตำแหน่งที่กำหนด
The Department of Lands is inviting bids for the maintenance of software systems and computer equipment under the Land Information System Development Project (Phase 2) via electronic bidding (e-bidding). The project aims to ensure the continuous operational readiness of the computer equipment and land information systems at both Land Information Centers and related departments, as well as to improve application programs for efficiency, accuracy, and compliance with laws and regulations.
The scope of work is divided into two main parts: 1) Maintenance of computer equipment, including servers, storage systems, communication networks, and cybersecurity systems installed at Land Information Center 1 and Center 2; and 2) Maintenance of application programs, covering over 25 critical systems such as rights and legal acts registration, surveying, GIS, finance and accounting, administration, and data exchange systems with external agencies.
The contractor is responsible for ensuring system uptime, troubleshooting within specified timeframes, developing Business Continuity Plans (BCP), IT Contingency Plans (ICP), and Disaster Recovery Plans (DRP), submitting monthly performance reports, and providing qualified personnel to work on-site in designated roles.
