การไฟฟ้าส่วนภูมิภาค (กฟภ.) สาขาหัวหิน มีความประสงค์ว่าจ้างบุคคลภายนอกให้มาปฏิบัติงานเกี่ยวกับมิเตอร์ไฟฟ้าแรงตํ่า สําหรับงาน “งดจ่ายไฟ” ตามพื้นที่ที่กําหนด ประจําปีงบประมาณ พ.ศ. 2569 โครงการนี้มุ่งหมายเพื่อจัดหาผู้รับจ้างที่มีความสามารถและเครื่องมือที่พร้อมปฏิบัติงานตามขั้นตอนที่ปลอดภัยและเป็นมาตรฐาน
ขอบเขตงานหลักคือการดําเนินการงดจ่ายไฟสําหรับมิเตอร์แรงตํ่าชนิด 1 เฟส และ 3 เฟส (ยกเว้นมิเตอร์ที่ติดตั้งกับหม้อแปลงเฉพาะราย) ใน 8 พื้นที่ภายในเขตระบบจําหน่ายของสาขาหัวหิน ได้แก่ พื้นที่ A ถึง H ซึ่งครอบคลุมหลายชุมชนและตําบล ผู้รับจ้างต้องทําหน้าที่ปลดสายเทอร์มินอลก่อนการตัดกลับมิเตอร์ (ถอดมิเตอร์) และดําเนินการต่อสายเทอร์มินอล/ต่อกลับมิเตอร์ ตามระเบียบหลักเกณฑ์ของ กฟภ. โดยหากผู้ใช้ไฟฟ้าร้องขอผ่อนผัน ให้ดําเนินการวิธีการผ่อนผันก่อนการปลดสายเทอร์มินอล ตามข้อกําหนดของคณะกรรมการกํากับกิจการพลังงาน (กกพ.) และมาตรฐานสัญญาการให้บริการผู้ใช้ไฟฟ้ารายย่อย
ปริมาณงานที่กําหนดคือ ผู้ปฏิบัติงาน 1 คน จะต้องดําเนินการงดจ่ายไฟสําหรับผู้ใช้ไฟฟ้าได้ไม่เกิน 50 รายต่อวัน ในแต่ละพื้นที่ทั้ง 8 พื้นที่ ซึ่งแสดงถึงปริมาณงานที่ชัดเจนและต้องการการบริหารจัดการทีมงานที่มีประสิทธิภาพ
The Provincial Electricity Authority (PEA), Hua Hin Branch, intends to hire an external contractor to perform low-voltage meter disconnection (power disconnection) work for the fiscal year 2029. This project aims to procure a contractor capable of executing standardized and safe procedures.
The primary scope involves disconnecting 1-phase and 3-phase low-voltage meters (excluding meters installed on dedicated customer transformers) across 8 designated service areas (Areas A to H) within the Hua Hin distribution network. The contractor’s responsibilities include disconnecting terminal wires before removing the meter and subsequently reconnecting terminal wires or reinstalling meters, all in compliance with PEA regulations. If customers request a deferment, the contractor must follow the Energy Regulatory Commission’s (ERC) deferment procedures before disconnecting any wires.
The workload is defined as one worker handling a maximum of 50 customer disconnections per day in each of the 8 areas, indicating a significant volume requiring efficient workforce management.
