รายละเอียดการจ้าง
โครงการนี้เป็นการจ้างเหมาการจัดงาน “โลกทะเลชุมพร ครั้งที่ 33” ซึ่งเป็นงานมหกรรมส่งเสริมการท่องเที่ยวประจำปีของจังหวัดชุมพรที่จัดต่อเนื่องมาตั้งแต่ปี 2533 โดยมีวัตถุประสงค์หลักเพื่อส่งเสริมและประชาสัมพันธ์การท่องเที่ยวของจังหวัด ขยายกลุ่มนักท่องเที่ยว และกระตุ้นเศรษฐกิจการท่องเที่ยวให้เกิดความยั่งยืน
ขอบเขตของงานครอบคลุมการจัดเตรียมและบริหารจัดการพื้นที่จัดงานทั้งหมดบนหาดทุ่งวัวแล่น ต.สะพลี อ.ปะทิว จ.ชุมพร ระหว่างวันที่ 25 - 29 มีนาคม 2569 โดยผู้รับจ้างต้องดำเนินการทุกด้าน เริ่มจากการปรับปรุงและตกแต่งพื้นที่จัดงานขนาดไม่น้อยกว่า 10,000 ตารางเมตร การออกแบบและติดตั้งซุ้มประตูงาน จุดถ่ายรูป โลโก้งาน และระบบไฟแสงสีเสียง การจัดหาและติดตั้งเต็นท์สำหรับกิจกรรมต่างๆ กว่า 10 หลัง รวมถึงเต็นท์พิเศษสำหรับข้าราชการชั้นผู้ใหญ่และหน่วยงานราชการ นอกจากนี้ยังรวมถึงการจัดบริการสาธารณูปโภคครบวงจร เช่น ระบบไฟฟ้า น้ำดื่ม ห้องน้ำสาธารณะ จุดล้างมือ/ล้างจาน ระบบจัดการน้ำเสียและขยะ การจัดพื้นที่จอดรถ การจัดรถรับส่งรอบบริเวณงาน การจัดนิทรรศการเฉลิมพระเกียรติ และการดูแลรักษาความปลอดภัยและความสะอาดตลอดงาน
ผู้รับจ้างมีหน้าที่ต้องดำเนินการจัดกิจกรรมหลักตามที่กำหนด ได้แก่ พิธีเปิดงานและปล่อยพันธุ์สัตว์ทะเล กิจกรรมการแข่งขันกีฬาชายหาด กิจกรรมบนเวทีกลาง รวมถึงการจัดการพื้นที่สำหรับจำหน่ายสินค้า OTOP อาหารทะเล และผ้าไทย หลังเสร็จสิ้นงาน ผู้รับจ้างต้องรื้อถอนสิ่งก่อสร้างทั้งหมดและปรับคืนสภาพพื้นที่ชายหาดให้กลับสู่สภาพเดิม รวมถึงกำจัดขยะให้เรียบร้อย
This project is a contract for organizing the “33rd Chumphon Marine Festival” in 2026, an annual tourism promotion event unique to Chumphon Province. The primary objectives are to promote and publicize tourism in Chumphon, expand the tourist base, and stimulate sustainable growth in the tourism sector.
The scope of work encompasses the complete preparation, management, and execution of the festival at Tung Wua Laen Beach, Saphli Subdistrict, Pathiu District, Chumphon Province, from March 25 to 29, 2026. The contractor is responsible for all aspects, including site preparation and decoration of an area no less than 10,000 square meters, design and installation of entrance arches, photo spots, event logos, and lighting/sound systems. It also involves procuring and setting up over 10 tents for various purposes (including VIP areas, government exhibitions, medical/security units, etc.) and providing full utilities and services: electrical and water systems, public restrooms, handwashing stations, wastewater and solid waste management systems, parking areas, shuttle buses, a royal tribute exhibition, and security/cleaning services throughout the event.
The contractor must execute key activities as specified, such as the opening ceremony and marine life release, beach sports competitions, main stage performances, and management of zones for OTOP products, seafood, and Thai fabric sales. After the event, the contractor is obligated to dismantle all structures, restore the beach to its original condition, and ensure complete waste removal.
