สถาบันสารสนเทศทรัพยากรน้ำ (องค์การมหาชน) หรือ สสน. ประกาศเชิญชวนประกวดราคาเพื่อจ้างปรับปรุงประสิทธิภาพและบำรุงรักษาสถานีโทรมาตรอัตโนมัติทั่วประเทศประจำปีงบประมาณ พ.ศ. 2569 โดยมีวัตถุประสงค์เพื่อตรวจสอบ บำรุงรักษา และเพิ่มประสิทธิภาพสถานีให้มีความพร้อมใช้งานสูงสุด สนับสนุนการบริหารจัดการน้ำของประเทศอย่างต่อเนื่อง
ขอบเขตงานครอบคลุมสถานีโทรมาตรอัตโนมัติจำนวนรวม 1,100 สถานี แบ่งเป็นสถานีตรวจวัดสภาพอากาศรุ่นที่ 4 จำนวน 425 สถานี, สถานีตรวจวัดระดับน้ำรุ่นที่ 4 จำนวน 281 สถานี, สถานีตรวจวัดสภาพอากาศรุ่นที่ 5 จำนวน 231 สถานี และสถานีตรวจวัดระดับน้ำรุ่นที่ 5 จำนวน 163 สถานี กระจายทั่วทุกภาคของประเทศ งานหลักประกอบด้วยการตรวจสอบและบำรุงรักษาอุปกรณ์ทุกชิ้นส่วน ได้แก่ ชุดควบคุมการทำงาน (RTU) และชุดสื่อสาร (Modem), อุปกรณ์ควบคุมการชาร์จ, อุปกรณ์ตรวจวัดปริมาณน้ำฝน, ชุดตรวจวัดสภาพอากาศ, แผงพลังงานแสงอาทิตย์ (Solar Cell), แบตเตอรี่สำรองพลังงาน และชุดตรวจวัดระดับน้ำ (ทั้งแบบเรดาร์และ Hydro Static) หากพบว่าชำรุดหรือทำงานผิดปกติให้ดำเนินการเปลี่ยนชุดใหม่ทดแทน ซึ่งอุปกรณ์สำรองจะได้รับจาก สสน. นอกจากนี้ ยังรวมถึงการประสานงานกับเจ้าของพื้นที่ การย้ายหรือรื้อถอนสถานีหากจำเป็น การทดสอบการทำงาน การบันทึกและรายงานผลผ่านระบบออนไลน์ (Tele Care) การจัดเก็บสายไฟและทำความสะอาดสถานี ตลอดจนการจัดทำรายงานการปฏิบัติงานและภาพถ่ายก่อน-หลังการดำเนินงาน
ผู้รับจ้างต้องส่งมอบงานทั้งหมดภายในระยะเวลา 120 วัน นับจากวันที่ สสน. มีหนังสือแจ้งให้เริ่มงาน โดยแบ่งการจ่ายเงินออกเป็น 3 งวดตามพื้นที่และความคืบหน้าของงาน วงเงินงบประมาณสำหรับโครงการนี้อยู่ที่ 7,700,000 บาท
The Hydro-Informatics Institute (Public Organization), or HII, is inviting bids for the contract to improve the efficiency and maintain 1,100 automatic telemetry stations across Thailand for the fiscal year 2027. The objective is to inspect, maintain, and enhance the operational readiness of these stations to continuously support national water management.
The scope of work includes the maintenance of 425 Generation 4 weather stations, 281 Generation 4 water level stations, 231 Generation 5 weather stations, and 163 Generation 5 water level stations. Key tasks involve inspecting and maintaining all equipment components such as Remote Terminal Units (RTUs), communication modems, charge controllers, rain gauges, weather sensors, solar panels, backup batteries, and water level sensors (both radar and hydrostatic types). Faulty or degraded equipment must be replaced with new units provided by HII. Additional responsibilities include site owner coordination, potential station relocation or dismantling, system functionality testing, online reporting via the Tele Care system, cable management, site cleaning, and submission of work reports with before-and-after photographs.
The contractor must complete all work within 120 days from the official start date notified by HII. Payment will be made in three installments based on regional progress. The project has a budget of 7,700,000 THB.
