สถาบันสารสนเทศทรัพยากรน้ำ (องค์การมหาชน) หรือ สสน. เปิดเผยแพร่ขอบเขตงาน (TOR) สำหรับโครงการจ้างติดตั้งสถานีโทรมาตรอัตโนมัติรุ่นที่ 5 จำนวน 1 งาน โดยมีเป้าหมายเพื่อเพิ่มประสิทธิภาพและขยายขีดความสามารถของระบบเฝ้าระวังและตรวจวัดข้อมูลน้ำและสภาพอากาศแบบเรียลไทม์ โครงการนี้มีงบประมาณทั้งสิ้น 6,600,000 บาท
ขอบเขตงานหลักประกอบด้วยการติดตั้งสถานีโทรมาตรอัตโนมัติรุ่นที่ 5 จำนวนทั้งสิ้น 300 สถานี โดยแบ่งเป็นสถานีตรวจวัดสภาพอากาศอัตโนมัติ 290 สถานี และสถานีตรวจวัดระดับน้ำอัตโนมัติ 10 สถานี (รายละเอียดสถานีตามภาคผนวก ก) ผู้รับจ้างมีหน้าที่รื้อถอนสถานีรุ่นเดิม (รุ่นที่ 4) ตรวจสอบและจัดเก็บบันทึกสภาพอุปกรณ์เก่า จากนั้นดำเนินการติดตั้งสถานีรุ่นใหม่ทั้งหมด โดยต้องประกอบ ยึดติดตั้งโครงสร้าง ติดตั้งเซ็นเซอร์ตรวจวัดสภาพอากาศ, หัววัดน้ำฝน, แผงโซล่าเซลล์, ตู้ควบคุม (RTU), ชุดสื่อสาร satellite modem, หัววัดระดับน้ำแบบเรดาร์ (สำหรับสถานีวัดระดับน้ำ) และอุปกรณ์อื่นๆ ตามที่ สสน. จัดเตรียมให้ พร้อมทั้งทดสอบการทำงานและตรวจสอบผ่านระบบออนไลน์ให้เรียบร้อย
งานนี้มีระยะเวลาส่งมอบ 90 วันนับจากวันที่ สสน. แจ้งเริ่มงาน และมีการชำระเงินงวดเดียวหลังจากตรวจรับงานเสร็จสมบูรณ์แล้ว พร้อมเงื่อนไขการรับประกันงานเป็นระยะเวลา 1 ปี
The Hydro-Informatics Institute (HII), a public organization, has published the Terms of Reference (TOR) for a procurement project to install 5th generation automatic telemetry stations. The project aims to enhance the efficiency and expand the capabilities of the real-time water and weather monitoring network. The total project budget is 6,600,000 THB.
The core scope of work involves the installation of a total of 300 new automatic telemetry stations, comprising 290 automatic weather monitoring stations and 10 automatic water level monitoring stations (station details are in Appendix A). The contractor is responsible for dismantling the existing (4th generation) stations, inspecting and cataloging the old equipment, and then proceeding with the full installation of the new generation stations. This includes assembling and securing the structure, installing weather sensors, rain gauges, solar panels, control units (RTU), satellite communication modems, radar water level sensors (for level stations), and other provided equipment. The contractor must also conduct comprehensive system testing and verify functionality through HII’s designated online system.
The project delivery period is 90 days from the official work commencement notice. Payment will be made in a single installment upon successful completion and acceptance of all work. A 1-year warranty period for workmanship and defects is required.
