รายละเอียดการจ้าง
กรมท่าอากาศยานมีโครงการจ้างปรับปรุงระบบจัดการรักษาความปลอดภัยพื้นที่การบิน ณ ท่าอากาศยานขอนแก่น โดยได้รับงบประมาณประจำปี 2569 เพื่อแก้ไขข้อบกพร่องและเพิ่มมาตรการรักษาความปลอดภัยให้มีความรัดกุม เป็นไปตามแผนรักษาความปลอดภัยในการบินพลเรือนแห่งชาติ (NCASP) ซึ่งสอดคล้องกับมาตรฐานขององค์การการบินพลเรือนระหว่างประเทศ (ICAO) โครงการนี้จะดำเนินการผ่านวิธีประกวดราคาอิเล็กทรอนิกส์ (e-bidding)
ขอบเขตงานหลักเน้นที่การจัดหาและติดตั้งระบบตรวจการณ์พื้นที่การบินและพื้นที่หวงห้าม ซึ่งประกอบด้วยอุปกรณ์กล้องวงจรปิด IP มาตรฐานสูงสองประเภทหลัก ได้แก่ 1) Outdoor IP Camera Pan/Tilt/Zoom (PTZ) สำหรับพื้นที่ภายนอก ซึ่งต้องมีความละเอียดสูง สามารถตรวจจับและติดตามวัตถุ/บุคคลได้อัตโนมัติ ทนทานต่อสภาพอากาศ และ 2) Indoor Dome IP Fixed Camera สำหรับใช้งานภายในอาคาร ซึ่งต้องมีคุณสมบัติ Day/Night และทนทานต่อการทุบทำลาย โครงการนี้จึงไม่ใช่เพียงการติดตั้งกล้องทั่วไป แต่เป็นระบบรักษาความปลอดภัยที่ทันสมัยพร้อมความสามารถในการวิเคราะห์ภาพ (Video Analytics) เพื่อเสริมสร้างความมั่นคงให้กับพื้นที่ควบคุมของท่าอากาศยานอย่างมีประสิทธิภาพ
The Department of Airports is undertaking a project to upgrade the aviation security management system at Khon Kaen Airport. Funded by the fiscal year 2026 budget, the project aims to rectify deficiencies and enhance security measures for the airport’s airside area, ensuring compliance with the National Civil Aviation Security Programme (NCASP) and ICAO standards. The procurement will be conducted via electronic bidding (e-bidding).
The core scope of work focuses on the supply and installation of an airside and restricted area surveillance system. This involves procuring two main types of high-specification IP CCTV cameras: 1) Outdoor PTZ IP Cameras for exterior areas, which must feature high resolution, automatic object/person detection and tracking, and weatherproof durability; and 2) Indoor Dome IP Fixed Cameras for interior use, requiring Day/Night functionality and vandal resistance. The project represents the implementation of a modern security system with video analytics capabilities to effectively bolster the security of the airport’s controlled areas.
