สำนักงานนวัตกรรมแห่งชาติ (องค์การมหาชน) หรือ สนช. เปิดโครงการจัดทำระบบเชื่อมโยงฐานข้อมูลอิเล็กทรอนิกส์กับหน่วยงานภาครัฐภายนอก โดยมีวัตถุประสงค์หลักเพื่อให้ระบบของ สนช. สามารถเรียกใช้และตรวจสอบข้อมูลจากฐานข้อมูลกลางภาครัฐผ่านระบบ Linkage Center 2 และระบบ ThaID ของกรมการปกครองได้โดยตรง ส่งผลให้การให้บริการแก่ประชาชนมีความถูกต้อง รวดเร็ว ลดขั้นตอนการยื่นสำเนาเอกสาร และสอดคล้องกับนโยบายรัฐบาลดิจิทัล
ขอบเขตงานครอบคลุมการวิเคราะห์และออกแบบระบบ การพัฒนา API ตามสถาปัตยกรรมไมโครเซอร์วิส (Microservice Architecture) สำหรับเชื่อมโยงข้อมูลกับระบบกลางทั้งสอง พร้อมทั้งพัฒนาระบบบริหารจัดการแอปพลิเคชันที่ขอใช้บริการ ระบบบันทึกและตรวจสอบล็อกการใช้งาน ระบบรายงานสถิติแบบละเอียด และแดชบอร์ดแสดงภาพรวมการใช้งาน ผลงานที่ต้องส่งมอบรวมถึงรายงานเบื้องต้น รายงานฉบับสมบูรณ์ ระบบซอฟต์แวร์ที่พัฒนาครบถ้วน การจัดอบรมผู้ใช้งาน และคู่มือการใช้งาน โครงการนี้มีระยะเวลาดำเนินการ 180 วัน นับจากวันลงนามในสัญญา
The National Innovation Agency (NIA) is seeking a contractor to develop an electronic data linkage system to integrate with central government platforms. The project aims to enable NIA’s system to retrieve and verify data from the government’s central databases via the Linkage Center 2 and the ThaID digital identity system of the Department of Provincial Administration. This will enhance public service accuracy, speed, reduce document submission burdens, and align with the Digital Government policy.
The scope of work includes system analysis and design, development of Microservice Architecture-based APIs for integration with both central systems, as well as development of an application management system for service requesters, a usage log and audit system, detailed statistical reporting, and a comprehensive dashboard. Deliverables include inception and final reports, the fully developed software system, user training, and an electronic user manual. The project duration is 180 days from the contract signing date.
