สำนักงานนวัตกรรมแห่งชาติ (องค์การมหาชน) หรือ สนช. เปิดการจัดซื้อจัดจ้างเพื่อจ้างผลิตสื่อวีดิทัศน์สำหรับสร้างแรงบันดาลใจและส่งเสริมการสร้างสรรค์นวัตกรรม โครงการนี้มุ่งผลิตซีรีส์วิดีโอสั้น (Short-form Video) ในรูปแบบที่ทันสมัย เข้าถึงกลุ่มคนรุ่นใหม่ผ่านแพลตฟอร์มออนไลน์อย่าง TikTok, Facebook และ Instagram Reels โดยมีวัตถุประสงค์เพื่อถ่ายทอดแนวคิด กระบวนการ และตัวอย่างความสำเร็จด้านนวัตกรรมอย่างเข้าใจง่าย น่าสนใจ และกระตุ้นการมีส่วนร่วม รวมถึงเสริมสร้างภาพลักษณ์ของหน่วยงานในฐานะองค์กรขับเคลื่อนนวัตกรรม
ขอบเขตงานครอบคลุมทุกกระบวนการเริ่มตั้งแต่การจัดทำแผนการดำเนินงาน แนวคิด รูปแบบการนำเสนอ ตารางเวลา การผลิตสื่อวีดิทัศน์จำนวนไม่น้อยกว่า 8 ตอน ความยาวตอนละไม่น้อยกว่า 5 นาที ในรูปแบบไฟล์ .MOV และ .MP4 คุณภาพ Full HD (1920x1080p) 60 Fps หรือดีกว่า การดำเนินงานรวมถึงการจัดทำโครงเรื่อง บทบรรยาย สตอรี่บอร์ด การคัดเลือกนักแสดง การใช้สื่อที่ถูกลิขสิทธิ์ทั้งหมด การผลิตด้วยอุปกรณ์มาตรฐาน และที่สำคัญคือการเผยแพร่บนช่องทางออนไลน์ของ สนช. ให้บรรลุตัวชี้วัดด้านจำนวนการรับชม (Views) และการมีส่วนร่วม (Engagement) ที่กำหนด
ผลงานที่ต้องส่งมอบแบ่งเป็น 3 ระยะ รายงานผลการดำเนินงานครั้งที่ 1 และ 2 พร้อมรายงานฉบับสมบูรณ์และสื่อวีดิทัศน์ทั้ง 8 ตอน ภายในระยะเวลา 180 วันนับจากวันลงนามสัญญา โดยมีวงเงินงบประมาณทั้งโครงการ 1,500,000 บาท
The National Innovation Agency (Public Organization), or NIA, is procuring services to produce inspirational media content for innovation creation. This project aims to produce a series of short-form videos designed to inspire and promote innovative thinking, targeting the younger generation through online platforms like TikTok, Facebook, and Instagram Reels. The objectives are to communicate innovation concepts, processes, and success stories in an accessible and engaging manner, stimulate audience participation, and enhance the agency’s image as a modern innovation driver.
The scope of work encompasses the entire production process, from developing an operational plan, concepts, and presentation formats to producing no less than 8 video episodes. Each episode must be at least 5 minutes long, in a 9:16 vertical format, with Full HD (1920x1080p) 60 Fps or better quality, delivered as .MOV and .MP4 files. The work includes creating plots, treatments, storyboards, casting actors, using fully licensed materials, production with standard equipment, and crucially, publishing the content on NIA’s online channels to achieve specified key performance indicators for total views (not less than 500,000) and engagement (not less than 100,000).
Deliverables are divided into three phases, including the first and second progress reports and a final comprehensive report with all 8 completed video episodes. The entire project must be completed within 180 days from the contract signing date, with a total project budget of 1,500,000 Baht.
