โครงการนี้เป็นการจัดทำเกณฑ์ราคากลางและคุณลักษณะพื้นฐานสำหรับระบบกล้องโทรทัศน์วงจรปิด (CCTV) เพื่อติดตั้งในห้องพิจารณาคดีศาลยุติธรรมทั่วประเทศ โดยมีวัตถุประสงค์หลักเพื่อเสริมสร้างความปลอดภัยให้แก่ผู้พิพากษา ข้าราชการศาล บุคลากร และประชาชนผู้มาติดต่อ ตลอดจนเพิ่มประสิทธิภาพมาตรการรักษาความปลอดภัยของอาคารสถานที่และกระบวนการพิจารณาคดี
ขอบเขตงานครอบคลุมการจัดหาและติดตั้งระบบ CCTV แบบเครือข่าย (IP Network) ครบวงจร โดยระบบจะต้องเป็นอุปกรณ์เกรดอุตสาหกรรม (Industrial Grade) ใหม่ทั้งหมด สามารถทำงานได้ตลอด 24 ชั่วโมง และบันทึกภาพ-เสียงได้อย่างต่อเนื่องทั้งกลางวันและกลางคืน อุปกรณ์หลักที่กำหนดไว้ ได้แก่ เครื่องบันทึกภาพผ่านเครือข่าย (NVR) ขนาดไม่น้อยกว่า 16 ช่อง, กล้อง Fisheye มุมมอง 360 องศาความละเอียด 12MP, กล้อง IP ชนิดมุมมองคงที่ความละเอียด 5MP, สวิตช์เครือข่าย PoE, เครื่องสำรองไฟ (UPS) หลายขนาด, จอรับภาพขนาด 43 นิ้ว 4K, เครื่องคอมพิวเตอร์สำหรับบริหารจัดการระบบ และตู้ Rack ขนาด 42U และ 9U
ผู้ชนะการประมูลมีหน้าที่ต้องเข้าสำรวจพื้นที่ ออกแบบและจัดทำ Shop Drawing เพื่อเสนอต่อคณะกรรมการก่อนเริ่มติดตั้ง งานติดตั้งต้องเป็นไปตามมาตรฐานที่กำหนด รวมถึงการเดินสาย Fiber Optic และ UTP Cat6 การติดตั้งระบบป้องกันไฟกระชาก และการซ่อมแซมส่วนที่เสียหายจากการติดตั้งให้เรียบร้อย หลังการส่งมอบต้องมีการทดสอบระบบทั้งหมดให้ทำงานสมบูรณ์ พร้อมให้บริการรับประกันและซ่อมบำรุงแบบ On-site Service ณ สถานที่ติดตั้งเป็นระยะเวลาไม่น้อยกว่า 3 ปี
This project establishes the standard pricing criteria and basic specifications for a Closed-Circuit Television (CCTV) system to be installed in courtrooms nationwide under the Judiciary. The primary objectives are to enhance the safety of judges, court officials, staff, and the public, as well as to improve security measures for court facilities and legal proceedings.
The scope involves the supply and installation of a complete industrial-grade IP-based CCTV network system. Key deliverables include a 16-channel Network Video Recorder (NVR), 360-degree fisheye IP cameras (12MP), fixed IP cameras (5MP), PoE network switches, various Uninterruptible Power Supply (UPS) units, a 43-inch 4K display monitor, a dedicated CCTV management computer, and 42U/9U equipment racks. All equipment must be brand new.
The winning bidder is responsible for site survey, design, and submission of Shop Drawings for approval prior to installation. Installation must comply with specified standards, including the use of Fiber Optic and UTP Cat6 cabling, surge protection systems, and restoration of any damaged areas. Full system commissioning and testing are required upon completion. A comprehensive on-site warranty and maintenance service for a minimum of 3 years is mandatory.
