สำนักงานกองทุนสนับสนุนการสร้างเสริมสุขภาพ (สสส.) เปิดประมูลจ้างบริการจัดเก็บและวิเคราะห์ข่าวสาร (Media Monitoring & PR Value Analysis) ประจำปีงบประมาณ 2569 โครงการนี้มีวัตถุประสงค์เพื่อติดตาม ประเมินผล และวัดมูลค่าการสื่อสารประชาสัมพันธ์งานสร้างเสริมสุขภาพภายใต้แผนงานทั้งหมด 15 แผนของ สสส. และภาคีเครือข่ายที่ถูกเผยแพร่สู่สาธารณชน
ขอบเขตงานหลักคือการจัดเก็บข้อมูลข่าวสารรายวันจากสื่อหลากหลายช่องทาง ได้แก่ สื่อโทรทัศน์ (ช่อง 3, 5, 7, ThaiPBS, TNN ฯลฯ จำนวน 17 ช่อง) หนังสือพิมพ์ (ไทยรัฐ, เดลินิวส์, มติชน ฯลฯ) นิตยสาร (Marketeer, Brand Age) เว็บไซต์ข่าว และเฟซบุ๊กแฟนเพจข่าวและชุมชนออนไลน์ชั้นนำ จากนั้นจะต้องวิเคราะห์สถิติและคำนวณมูลค่าสื่อประชาสัมพันธ์ (PR Value) เพื่อหาความคุ้มค่าและสะท้อนการรับรู้ของสาธารณชน
ผู้รับจ้างต้องส่งรายงานผลการเก็บและวิเคราะห์ข่าวเป็นระยะทุกวัน (ผ่านอีเมล) ทุกเดือน ไตรมาส และปี ในรูปแบบเอกสารและไฟล์ดิจิทัล นอกจากนี้ ต้องให้บริการซอฟต์แวร์หรือระบบวิเคราะห์ข้อมูลออนไลน์เฉพาะสำหรับ สสส. โดยระบบต้องสามารถแสดงข้อมูลสถิติในรูปแบบตารางและกราฟ ส่งออกรายงานได้ สืบค้นย้อนหลังได้ไม่น้อยกว่า 6 เดือน พร้อมบริการตลอด 24 ชั่วโมง รวมถึงการอบรมใช้งานและบำรุงรักษาระบบตลอดอายุสัญญา 1 ปี เริ่มตั้งแต่ 16 เมษายน 2569 ถึง 15 เมษายน 2570
The Thai Health Promotion Foundation (สสส.) is procuring a service for Media Monitoring and PR Value Analysis for the fiscal year 2029. This project aims to monitor, evaluate, and measure the communication value of health promotion campaigns under all 15 operational plans of สสส. and its network partners disseminated to the public.
The core scope of work involves daily data collection from various media channels, including television (17 channels like Channel 3, 5, 7, ThaiPBS, TNN, etc.), newspapers (Thai Rath, Daily News, Matichon, etc.), magazines (Marketeer, Brand Age), news websites, and leading news and community Facebook pages. The contractor must then analyze statistics and calculate Public Relations (PR) Value to assess cost-effectiveness and reflect public awareness.
The contractor is required to deliver analysis reports periodically: daily (via email), monthly, quarterly, and annually, in both document and digital file formats. Furthermore, the contractor must provide an exclusive online data analysis software/system for สสส. The system must display statistics in tables and charts, allow report exports, support data retrieval for at least the past 6 months, and be available 24/7. The service also includes user training and system maintenance throughout the 1-year contract period, from April 16, 2029, to April 15, 2030.
