รายละเอียดการจ้าง
โครงการนี้เป็นการจ้างเหมาบุคคลภายนอกเพื่อปฏิบัติงานด้านมิเตอร์ไฟฟ้าแรงต่ำ (1 เฟส 220V) เกี่ยวกับการงดจ่ายไฟสำหรับผู้ใช้ไฟฟ้ารายย่อยในพื้นที่รับผิดชอบของ การไฟฟ้าส่วนภูมิภาคสาขาวังวิเศษ (พื้นที่ C) จังหวัดตรัง โดยมีวัตถุประสงค์เพื่อจัดหาผู้รับจ้างที่มีความพร้อมและความชำนาญ มาดำเนินการงดจ่ายไฟตามขั้นตอนและมาตรฐานของ กฟภ. และคณะกรรมการกำกับกิจการพลังงาน (กกพ.) อย่างถูกต้องและปลอดภัย
ขอบเขตงานหลักประกอบด้วย 7 กระบวนงาน ได้แก่ 1) การปลดสายเทอร์มินอล 2) การต่อสายเทอร์มินอล 3) การตัดกลับมิเตอร์ (ถอดมิเตอร์) 4) การต่อกลับมิเตอร์ 5) การผ่อนผันการงดจ่ายไฟ (ครั้งที่ 1) 6) การผ่อนผันการงดจ่ายไฟ (ครั้งที่ 2) และ 7) กรณีสุดวิสัย ผู้รับจ้างต้องปฏิบัติงานตามใบสั่งงานที่ออกโดย กฟภ. และบันทึกผลการทำงานผ่านแอปพลิเคชันระบบงานงดจ่ายไฟ (DMSx) บนสมาร์ทโฟนที่จัดหาเอง พร้อมถ่ายภาพมิเตอร์และบันทึกเลขอ่านการใช้ไฟฟ้าเป็นหลักฐาน
งานจะดำเนินการในพื้นที่อำเภอวังวิเศษ ครอบคลุม 5 ตำบล ได้แก่ วังมะปราง, วังมะปรางเหนือ, อ่าวตง, กะลาเส, บางกุ้ง (บางส่วน) และทรายขาว (บางส่วน) โดยมีปริมาณงานประมาณปีละ 22,250 ราย วงเงินงบประมาณทั้งสิ้น 1,045,764.50 บาท (รวมภาษีมูลค่าเพิ่มแล้ว) และกำหนดระยะเวลาดำเนินการตามสัญญาไม่เกิน 306 วัน นับจากวันที่ได้รับแจ้งให้เริ่มงาน
This project is an outsourcing contract for Provincial Electricity Authority (PEA) Huai Yot Branch to hire external personnel to perform electricity disconnection (load shedding) work for small private customers in the service area of Wang Wiset District Office (Area C), Trang Province. The objective is to procure a contractor with the necessary readiness and expertise to carry out meter disconnection procedures in accordance with PEA standards and the Energy Regulatory Commission (ERC) regulations, ensuring correctness and safety.
The main scope of work comprises 7 processes: 1) Disconnecting terminal wires, 2) Reconnecting terminal wires, 3) Removing the meter (disconnection), 4) Reinstalling the meter (reconnection), 5) First-time disconnection postponement, 6) Second-time disconnection postponement, and 7) Force majeure cases. The contractor must perform work based on work orders issued by PEA and record the results via the Disconnection Management System (DMSx) application on a self-provided smartphone, along with taking photos of the meter and recording the meter reading as evidence.
The work will be carried out in Wang Wiset District, covering 5 sub-districts: Wang Maprang, Wang Maprang Nuea, Ao Tong, Kalase, Bang Kung (partially), and Sai Khao (partially). The estimated annual workload is approximately 22,250 cases. The total project budget is 1,045,764.50 THB (including VAT). The contract performance period must not exceed 306 days from the date of notification to commence work.
