การไฟฟ้าส่วนภูมิภาค (กฟภ.) มีโครงการจ้างให้บริการปฏิบัติงานตามระบบการแจ้งเตือนก่อนการงดจ่ายไฟผู้ใช้ไฟฟ้าประเภทเอกชนรายย่อย (Invoice Notification System: INSx) โดยมีวัตถุประสงค์เพื่อแก้ไขปัญหาผู้ใช้ไฟฟ้าค้างชำระไม่ได้รับหนังสือแจ้งเตือนเป็นลายลักษณ์อักษรอย่างทันท่วงที ซึ่งส่งผลให้ถูกงดจ่ายไฟและเกิดความเดือนร้อน โครงการนี้เน้นการแจ้งเตือนผู้ใช้ไฟฟ้าประเภทที่ 1 (ที่อยู่อาศัย) และประเภทที่ 2 (ธุรกิจขนาดเล็ก) จำนวนกว่า 19 ล้านราย
ขอบเขตงานหลักของผู้รับจ้างคือ การรับข้อมูลหนังสือแจ้งเตือนจาก กฟภ. ผ่านระบบออนไลน์ในแต่ละวัน จากนั้นต้องพิมพ์หนังสือแจ้งเตือนและนำไปส่งให้ผู้ใช้ไฟฟ้าทุกราย ณ สถานที่ใช้ไฟฟ้าจริง พร้อมทั้งถ่ายภาพสถานที่คู่กับหนังสือแจ้งเตือน (ระบุพิกัด GPS) เป็นหลักฐานการส่งมอบ งานทั้งหมดต้องแล้วเสร็จภายใน 3 วัน นับจากวันที่รับข้อมูลในแต่ละครั้ง ผู้รับจ้างต้องจัดหาและใช้สมาร์ทโฟน (Android 4.1 ขึ้นไป) และเครื่องพิมพ์พกพาเพื่อปฏิบัติงาน รวมทั้งต้องแต่งกายสุภาพและมีบัตรแสดงตัวจาก กฟภ.
ผลงานที่ต้องส่งมอบคือ การส่งหนังสือแจ้งเตือนครบถ้วนทุกรายในแต่ละรอบบิล พร้อมรายงานผลการปฏิบัติงานและหลักฐานภาพถ่ายตามที่กำหนด สัญญาจ้างมีอายุคราวละไม่เกิน 1 ปี (สิ้นสุด 31 ธันวาคม ของทุกปี) และมีการกำหนดค่าปรับกรณีส่งงานล่าช้า รวมถึงค่าปรับกรณีส่งมอบงานเป็นเท็จ
The Provincial Electricity Authority (PEA) is seeking a contractor to operate the Invoice Notification System (INSx) for pre-disconnection notification of private small-scale electricity users. The project aims to address the issue of delinquent customers not receiving timely written notifications before power disconnection, causing inconvenience and complaints. The target users are Type 1 (residential) and Type 2 (small business) customers, totaling over 19 million accounts.
The contractor’s primary scope of work involves receiving notification data from PEA via an online system daily. The contractor must then print the notification letters and deliver them to each customer’s premises. As proof of delivery, the contractor must photograph the location alongside the notification letter, including GPS coordinates. All tasks for each batch must be completed within 3 days of receiving the data. The contractor is required to provide and use smartphones (Android 4.1 or higher) and portable printers for the operation, along with wearing proper uniforms and carrying PEA-issued identification.
Key deliverables include the complete delivery of notification letters for all customers in each billing cycle, along with performance reports and photographic evidence as specified. The service contract has a term of up to 1 year (ending December 31st annually) and includes penalty clauses for late delivery and fraudulent submissions.
