รายละเอียดการจ้าง
โครงการนี้มีวัตถุประสงค์หลักเพื่อพัฒนาระบบประมวลผล ค้นหา และเผยแพร่ข้อมูลสถิติการส่งออกและการใช้สิทธิประโยชน์ทางภาษีภายใต้ความตกลงการค้าเสรี (FTA) ต่างๆ และระบบสิทธิพิเศษทางภาษีศุลกากรเป็นการทั่วไป (GSP) ของไทย โดยระบบจะต้องสามารถเข้าถึงได้สะดวกและรวดเร็วจากทุกที่ผ่านเครือข่ายอินเทอร์เน็ต
ระบบดังกล่าวจะเป็นเครื่องมือสำคัญสำหรับผู้บริหารและเจ้าหน้าที่กรมการค้าต่างประเทศ รวมถึงผู้ประกอบการและบุคคลทั่วไป ในการติดตาม วิเคราะห์ และศึกษาข้อมูลเชิงลึกเกี่ยวกับการใช้สิทธิประโยชน์ทางการค้า เพื่อสนับสนุนการเจรจาทางการค้า การกำหนดนโยบาย ตลอดจนการให้ข้อมูลและตอบข้อซักถามแก่ภาครัฐและเอกชน เป้าหมายสูงสุดคือการสร้างระบบฐานข้อมูลที่รวบรวมข้อมูลได้ครบถ้วน ถูกต้อง ทันสมัย และมีมาตรฐานด้านธรรมาภิบาลข้อมูล เพื่ออำนวยความสะดวกและเพิ่มขีดความสามารถในการแข่งขันทางการค้าระหว่างประเทศของไทย
งานหลักประกอบด้วยการจัดทำระบบประมวลผลสถิติการส่งออกและการใช้สิทธิประโยชน์ทางการค้า ซึ่งครอบคลุมการพัฒนาในทุกด้านตั้งแต่การออกแบบระบบ การวิเคราะห์ข้อมูล การพัฒนาซอฟต์แวร์ การจัดการฐานข้อมูลและเครือข่าย ไปจนถึงการทดสอบและการออกแบบส่วนต่อประสานผู้ใช้ (UI/UX)
This project aims to develop a processing, search, and dissemination system for Thailand’s export statistics and tariff preference utilization data under Free Trade Agreements (FTAs) and the Generalized System of Preferences (GSP). The system must be accessible conveniently and quickly from anywhere via the internet.
The system will serve as a crucial tool for executives and officials of the Department of Foreign Trade, as well as entrepreneurs and the general public, to monitor, analyze, and gain insights into trade preference utilization. This supports trade negotiations, policy-making, and providing information and responses to inquiries from government and private sectors. The ultimate goal is to establish a comprehensive, accurate, modern database system with data governance standards to facilitate trade and enhance Thailand’s international trade competitiveness.
The core scope of work involves the development of a system for processing export statistics and trade preference utilization data, encompassing all aspects from system design, data analysis, software development, database and network management, to testing and user interface (UI/UX) design.
