โครงการพัฒนาระบบจัดการฐานข้อมูลด้วยปัญญาประดิษฐ์ เพื่อช่วยเหลือสนับสนุนด้านแผนงานงบประมาณ กรมชลประทาน มีวัตถุประสงค์หลักเพื่อเพิ่มประสิทธิภาพการจัดการฐานข้อมูลองค์ความรู้เชิงลึกของกองแผนงาน กรมชลประทาน โดยการประยุกต์ใช้เทคโนโลยีปัญญาประดิษฐ์ (AI) และระบบผู้ช่วยเสมือนอัจฉริยะ (Smart Assistant) โครงการนี้มุ่งสนับสนุนผู้บริหารและเจ้าหน้าที่ในการเข้าถึงข้อมูล วิเคราะห์ประเด็นเชิงนโยบาย และจัดทำแผนงานงบประมาณได้อย่างถูกต้อง ครบถ้วน และรวดเร็วขึ้น
ขอบเขตการดำเนินงานประกอบด้วยการจัดทำแผนโครงการ รวบรวมความต้องการผู้ใช้ การวิเคราะห์และออกแบบระบบ และการพัฒนาแพลตฟอร์มหลักคือ “ระบบประสานงานและประมวลข้อมูลเพื่อประกอบการตัดสินใจ (Budget Analysis & Clarification System)” ระบบที่พัฒนาขึ้นจะต้องเป็น Web Application แบบ Responsive ที่รองรับการใช้งานบนอุปกรณ์หลากหลาย พร้อมฟังก์ชันสำคัญ เช่น ระบบแชทภายใน ระบบ AI สำหรับตอบคำถาม (Question Answering) โดยสืบค้นจากคลังความรู้ของหน่วยงาน (PDF, รายงาน, ฐานข้อมูล) ระบบบอร์ดข้อมูล ระบบสรุปข้อมูลสำหรับผู้บริหาร (Executive Summary) และ API ที่ปลอดภัยสำหรับเชื่อมโยงข้อมูลกับระบบงานอื่นๆ ของกรมชลประทาน
ผลลัพธ์ที่คาดหวังคือระบบฐานข้อมูลองค์ความรู้แบบรวมศูนย์ที่ช่วยเพิ่มศักยภาพการทำงานของบุคลากร สนับสนุนการตัดสินใจของผู้บริหาร และสร้างแนวทางปฏิบัติที่ยั่งยืนโดยใช้เทคโนโลยีสมัยใหม่
This project aims to develop and implement a database management system using artificial intelligence (AI) to support the planning and budget functions of the Royal Irrigation Department. The project seeks to enhance the capability of managing knowledge-based data, support executives and staff in planning and meeting analysis, and integrate modern technology for improved operational efficiency.
The scope of work includes project planning, gathering user requirements, system analysis and design, and the development of a core platform: the “Budget Analysis & Clarification System.” The system must be a Responsive Web Application accessible on various devices. Key features include an internal chat room, an AI-powered Question Answering system that retrieves information from diverse internal knowledge resources (PDFs, reports, databases), an information board, an executive summary system, and secure APIs for integration with the department’s other systems.
The expected deliverables are a centralized knowledge database system that boosts staff productivity, aids executive decision-making, and establishes sustainable practices through the application of modern technology.
