สำนักงานสลากกินแบ่งรัฐบาลเปิดโครงการจัดจ้างพัฒนาระบบสารสนเทศบูรณาการ (Integrated System) สำหรับสนับสนุนการดำเนินงานตามกรอบการกำกับดูแลกิจการที่ดี (Corporate Governance) การบริหารความเสี่ยง (Risk Management) และการควบคุมภายในและการปฏิบัติตามกฎหมาย (Compliance) หรือที่เรียกว่าระบบ GRC โดยมีวัตถุประสงค์หลักเพื่อให้มีระบบดิจิทัลที่ช่วยบริหารจัดการข้อมูล กฎหมาย ระเบียบ และนโยบายต่างๆ ได้อย่างมีประสิทธิภาพ ตลอดจนบูรณาการข้อมูลด้าน GRC เพื่อสนับสนุนการวิเคราะห์ ติดตามความเสี่ยง และการจัดทำแผนบริหารความเสี่ยงที่ครอบคลุม
ขอบเขตงานหลักประกอบด้วยการจัดทีมงานผู้เชี่ยวชาญ การศึกษาวิเคราะห์ความต้องการของระบบ (Requirement Study) เพื่อนำมาออกแบบและพัฒนาระบบให้สอดคล้องกับสภาพการทำงานของสำนักงาน ผู้รับจ้างต้องพัฒนาระบบตามแนวทางการพัฒนาซอฟต์แวร์แบบ Continuous Integration/Continuous Delivery (CI/CD) ในรูปแบบ DevSecOps Pipeline และติดตั้งระบบบนฮาร์ดแวร์ที่สำนักงานจัดเตรียมให้ นอกจากนี้ ยังต้องจัดทำรายงานวิเคราะห์กระบวนงาน (Business Architecture) และรายงานโครงสร้างข้อมูล (Data Architecture) ที่เข้าใจง่ายสำหรับผู้ใช้ที่ไม่ใช่บุคลากรด้านไอที
ผลงานที่ต้องส่งมอบได้แก่ ระบบซอฟต์แวร์ GRC ที่พัฒนาตามความต้องการ พร้อมซอฟต์แวร์อื่นๆ ที่เกี่ยวข้องที่มีลิขสิทธิ์ถูกต้อง รวมถึงเอกสารรายงานการวิเคราะห์และออกแบบระบบต่างๆ ตามที่กำหนด โครงการนี้มีวงเงินงบประมาณกลาง 21,470,088.35 บาท (รวม VAT) และกำหนดระยะเวลาดำเนินการให้แล้วเสร็จไม่เกิน 360 วัน นับจากวันลงนามในสัญญา
The Government Lottery Office (GLO) is inviting bids for the development of an integrated Governance, Risk Management, and Compliance (GRC) information system. The project aims to create a digital tool to enhance corporate governance, efficiently manage laws, regulations, and policies, and integrate GRC data to support risk analysis, monitoring, and comprehensive risk management planning.
The core scope of work includes assembling a team of experts, conducting a thorough requirement study to design and develop a system tailored to the GLO’s operations. The contractor must develop the system using a Continuous Integration/Continuous Delivery (CI/CD) approach within a DevSecOps pipeline and install it on hardware provided by the GLO. Additionally, the contractor is required to produce detailed reports analyzing business processes (Business Architecture) and data structures (Data Architecture) that are understandable for non-IT staff.
Key deliverables include the developed GRC software system, all related licensed software, and various analysis and design documentation as specified. The project has a median budget of 21,470,088.35 THB (including VAT) and must be completed within 360 days from the contract signing date.
