สำนักงานคณะกรรมการนโยบายเขตพัฒนาพิเศษภาคตะวันออก (สกพอ.) มีความจำเป็นต้องจัดทำระบบติดตามและรายงานผลการจัดการสาธารณูปโภคในเขตส่งเสริมเศรษฐกิจพิเศษ (SEPZ Utility Management Monitoring Centre: UMMC) เพื่อสร้างกลไกการติดตามความพร้อมด้านโครงสร้างพื้นฐานและการจัดการทรัพยากรในพื้นที่เขตส่งเสริมเศรษฐกิจพิเศษให้มีประสิทธิภาพ โปร่งใส และตอบสนองต่อความต้องการของนักลงทุนและสังคม
ระบบ UMMC ที่จะพัฒนาขึ้นนี้เป็นระบบเว็บแอปพลิเคชันที่มีหน้าที่หลักในการบันทึกข้อมูล สืบค้น จัดการข้อมูล ติดตามความพร้อมด้านโครงสร้างพื้นฐานระบบสาธารณูปโภค และแจ้งเตือนค่าตรวจวัดทางคุณภาพสิ่งแวดล้อมแบบเรียลไทม์ (Real-time) โดยการทำงานของระบบจะอาศัยการเชื่อมต่อและประมวลผลข้อมูลจากระบบต้นทาง (Source Systems) เช่น ศูนย์เฝ้าระวังหรือระบบควบคุมกลาง (Monitoring / Control Center) ที่รวบรวมข้อมูลจากอุปกรณ์ตรวจวัด (IoT/Sensor/SCADA System) รวมถึงสามารถบูรณาการข้อมูลจากระบบต้นทางหลายแหล่งได้ (Data Integration)
โครงการนี้มีเป้าหมายเพื่อเพิ่มประสิทธิภาพในการจัดการทรัพยากร ลดปัญหามลพิษ สร้างความเชื่อมั่นให้กับนักลงทุน ผู้ประกอบการ และประชาชนในพื้นที่ ตลอดจนสร้างความร่วมมือระหว่างหน่วยงานที่เกี่ยวข้องในการพัฒนาเศรษฐกิจที่เป็นมิตรกับสิ่งแวดล้อม สอดคล้องกับหลักการพัฒนาที่ยั่งยืน
The Office of the Eastern Special Development Zone Policy Committee (EEC) requires the development of a Utility Management Monitoring Centre (UMMC) system for Special Economic Promotion Zones (SEPZ). This project aims to establish an effective, transparent, and responsive mechanism for monitoring infrastructure readiness and resource management within SEPZ areas to meet the needs of investors and society.
The UMMC system to be developed is a web-based application designed to record, retrieve, manage data, monitor utility infrastructure readiness, and provide real-time alerts for environmental quality measurements. The system will function by connecting to and processing data from source systems, such as monitoring or central control centers that gather information from IoT sensors or SCADA systems, and will be capable of integrating data from multiple sources.
This project aims to enhance resource management efficiency, reduce pollution issues, build confidence among investors, businesses, and local residents, and foster collaboration among relevant agencies in promoting environmentally friendly and sustainable economic development.
