รายละเอียดการจ้าง
กรมการขนส่งทางบก ดำเนินโครงการพัฒนาและปรับปรุงระบบสารสนเทศเพื่อสนับสนุนการตรวจประเมินมาตรฐานคุณภาพการขนส่งสินค้าทางถนน (Q Mark และ Q Cold Chain) โดยมีเป้าหมายหลักเพื่อยกระดับการกำกับดูแลด้านความปลอดภัย ระบบที่พัฒนาขึ้นนี้จะทำหน้าที่เป็นเครื่องมือสำคัญสำหรับผู้ตรวจประเมินอิสระ (Inspection Body: IB) ในการบันทึกผลการตรวจประเมินมาตรฐาน Q Mark พร้อมทั้งรายงานผลการดำเนินงานและให้คำแนะนำแก่บุคลากรจัดการด้านความปลอดภัยในการขนส่ง (Transport Safety Manager: TSM) ของผู้ประกอบการได้อย่างเป็นระบบ
ขอบเขตงานครอบคลุมการพัฒนาและปรับปรุงระบบเทคโนโลยีสารสนเทศให้สามารถบันทึกและวิเคราะห์ข้อมูลด้านความปลอดภัยในมิติต่าง ๆ ได้แก่ ความปลอดภัยของผู้ปฏิบัติงาน ยานพาหนะ กระบวนการจัดส่งสินค้า การฝึกอบรม และสุขภาวะในการทำงาน ซึ่งจะช่วยสร้างฐานข้อมูลที่สามารถนำไปวิเคราะห์เชิงลึกเพื่อกำหนดนโยบายและแผนงานด้านความปลอดภัยได้อย่างเป็นรูปธรรม
โครงการนี้จึงไม่ใช่เพียงการพัฒนาระบบ IT ทั่วไป แต่เป็นการสร้างโครงสร้างพื้นฐานดิจิทัลเพื่อขับเคลื่อนวัฒนธรรมความปลอดภัยในอุตสาหกรรมขนส่งสินค้าทางถนนของประเทศไทยให้สอดคล้องกับยุทธศาสตร์ระดับชาติ
The Department of Land Transport (DLT) is undertaking a project to develop and upgrade the information system for assessing road freight transport quality standards (Q Mark and Q Cold Chain). The primary objective is to enhance the oversight of transport safety. The new system will serve as a crucial tool for Independent Inspection Bodies (IB) to record Q Mark assessment results and systematically report on the performance and provide recommendations to the Transport Safety Managers (TSM) of transport operators.
The scope of work includes the development and enhancement of an information technology system capable of recording and analyzing safety data across various dimensions, such as personnel safety, vehicle safety, delivery processes, training, and workplace well-being. This will create a database for in-depth analysis to formulate concrete safety policies and action plans.
Therefore, this project is not merely a generic IT development but aims to establish a digital infrastructure to drive a safety culture within Thailand’s road freight transport industry, aligning with national strategies.
